Pengembangan Tata Kelola DMO Terintegrasi dan Berkelanjutan: Pendekatan Corporate Governance di Pulau Wangi-Wangi Kabupaten Wakatobi.
Abstract
Destination Management Organization (DMO) merupakan elemen terpenting dalam tata kelola kepariwisataan. Sebagai sistem manajemen terintegrasi, tugas dan fungsi melekat pada bidang pemasaran dan tata kelola destinasi. Namun sebagian besar DMO lebih memprioritaskan pemasaran daripada tata kelola organisasi khususnya di Wakatobi. Sementara DMO diharapkan mampu berperan sebagai pengembangan strategi yang berfokus pada manajemen terintegrasi. Penelitian ini bertujuan untuk merumuskan strategi pengembangan tata kelola DMO terintegrasi berkelanjutan di Pulau Wangi-Wangi. Analisis penelitian menggunakan pendekatan partisipatif dengan prinsip corporate governance. Kontribusi analisis melalui (1). Deskriptif kualitatif untuk memetakan stakeholder pariwisata, (2). Multi Dimentional Scalling (MDS) dengan menggunakan software Rap-Tourism digunakan untuk melihat kondisi eksisting pengembangan tata kelola DMO, dan (3). Analisis SWOT digunakan untuk perumusan strategi. Hasil penelitian mengidentifikasi terdapat 4 stakeholder utama DMO di Pulau Wangi-Wangi yakni; Pemerintah, Swasta, Forum Tata Kelola Pariwisata (FTKP), dan Masyarakat. Melalui pendekatan manajemen corporate governance menunjukkan indeks keberlanjutan sebesar 53,96% atau masuk dalam kategori cukup. Hasil analisis SWOT penelitian menghasilkan rumusan strategi pengembangan tata kelola DMO Pulau Wangi-Wangi berada di kuadran I. Kesimpulan penelitian diperoleh bahwa strategi pengembangan membutuhkan peningkatan sosial responsibility, pemanfaatan media digital, peningkatan capability SDM organisasi komunitas, penyusunan destination management plan dan baseline destination dengan melaksanakan program pelatihan manajemen tata kelola kepada organisasi komunitas wisata, dan meningkatkan peluang kerjasama penelitian dengan stakeholder Akademisi serta kolaborasi stakeholder swasta. As an integrated management system, the tasks and functions of the Destination Management Organization (DMO) are attached to the marketing and management of destinations. However, most DMOs prioritize marketing over organizational governance, especially in Wakatobi. Meanwhile, DMO is expected to be able to play a role as a strategy development focused on integrated management. The purpose of this study is to formulate a strategy for developing sustainable integrated DMO governance on Wangi-Wangi Island. The research analysis uses a participatory approach with the principles of corporate governance. The data were processed using qualitative descriptive analysis, Multi Dimensional Scaling (MDS) approach, and Strength-Weakness Opportunity-Threat (SWOT) analysis. The results of the study identified that there were 4 main stakeholders of DMO on Wangi-Wangi Island, namely; Government, Private, Tourism Governance Forum (FTKP), and Community. Through the corporate governance management approach, it shows a sustainability index of 53.96% or is included in the fairly sustainable category. The results of the SWOT analysis show that the formulation of the Wangi-Wangi Island DMO governance development strategy is in quadrant I. Then the development strategy is obtained that requires increasing social responsibility, utilizing digital media, increasing human resource capability of community organizations, preparing destination management plans and baseline destinations, implementing governance management training programs for tourism community organizations, and increasing opportunities for research collaborations with academic stakeholders and collaboration with private stakeholders.
