Dampak Program Beasiswa Lembaga Pengelola Dana Pendidikan Terhadap Kepemimpinan, Ekonomi, dan Pengabdian Alumni

Abstract

Lembaga Pengelola Dana Pendidikan (LPDP) adalah satuan kerja non-eselon yang berada di bawah koordinasi Sekretariat Jenderal Kementerian Keuangan dan merupakan salah satu Badan Layanan Umum (BLU) dengan fungsi mengelola Dana Abadi Pendidikan (DAP). Hasil investasi Dana Abadi Pendidikan (DAP) diperlakukan sebagai Pendapatan Negara Bukan Pajak (PNBP) dan digunakan untuk membiayai 2 layanan utama yaitu Layanan Beasiswa untuk jenjang Pendidikan Magister dan Doktoral serta Layanan Pendanaan Riset untuk riset komersil dan/atau implementatif. Berdasarkan jenis program, terdapat 3 jenis program utama beasiswa yaitu: beasiswa umum, beasiswa targeted group, dan beasiswa afirmasi. Sejak tahun 2013 sampai tahun 2020 program beasiswa LPDP telah memiliki total penerima sebanyak 25.606 orang serta telah meluluskan alumni sebanyak 12.591 alumni. Pengukuran dampak dari program beasiswa selama ini perlu dilakukan dengan fokus pada peningkatan dampak sebelum dan sesudah program beasiswa dalam aspek kepemimpinan, ekonomi, dan kontribusi sosial alumni beasiswa. Tujuan dari penelitian ini adalah untuk mengidentifikasi perbedaan dampak sebelum dan sesudah program beasiswa serta menganalisis dampak program beasiswa terhadap aspek kepemimpinan, ekonomi dan kontribusi sosial. Data yang digunakan adalah data primer yang didapat melalui pengisian kuesioner online oleh responden. Metode analisis yang digunakan adalah analisis struktural dengan pendekatan PLS-SEM (Partial Square Least-Structural Equation Modeling) dan wilcoxon signed rank test. PLS-SEM digunakan untuk mengukur signifikansi pengaruh program beasiswa terhadap aspek kepemimpinan, ekonomi dan kontribusi sosial alumni. Metode Wilcoxon signed rank test digunakan untuk menganalisa beda nyata antara aspek kepemimpinan, ekonomi, dan kontribusi sosial sebelum dan sesudah mendapatkan program beasiswa. Hasil dari penelitian ini menunjukkan bahwa terdapat perbedaan yang nyata antara aspek kepemimpinan, ekonomi, dan kontribusi sosial dari alumni LPDP sebelum dan sesudah mendapatkan beasiswa baik secara keseluruhan maupun per jenis program beasiswa. Selain itu, juga program beasiswa memiliki pengaruh yang positif terhadap dampak aspek kepemimpinan, ekonomi dan kontribusi sosial dari alumni beasiswa LPDP. Implikasi manajerial yang dapat dilakukan untuk penguatan dampak program beasiswa LPDP oleh lembaga adalah dengan penguatan aspek pembekalan entrepreneurship pada saat pembekalan persiapan keberangkatan (PK) serta penguatan program pemberdayaan dan fasilitasi alumni melalui talent pool dan sinergi dengan wadah jejaring organisasi alumni.

The Indonesia Endowment Fund for Education (LPDP) is a non-eselon work unit under the coordination of the Secretariat General of the Ministry of Finance and is one of the Public Service Agencies (BLU) with the function of managing the Education Endowment Fund (DAP). The investment results of the Education Endowment Fund (DAP) are treated as Non-Tax State Revenue (PNBP) and are used to finance 2 main services, namely Scholarships for Masters and Doctoral Education levels and Research Funding Services for commercial and/or implementative research. Based on the type of program, there are 3 main types of scholarship programs, namely: general scholarships, scholarship target groups, and affirmative scholarships. From 2013 to 2020, the LPDP scholarship program has had a total of 25,606 recipients and has graduated 12,591 alumni. It is necessary to measure the impact of the scholarship program so far with a focus on increasing the impact before and before the scholarship program in the aspects of leadership, economics, and social contributions of scholarship alumni. The purpose of this study is to identify differences in the impact before and after the scholarship program and to analyze the impact of the scholarship program on aspects of leadership, economics and social contribution. The analytical method used is structural analysis with the PLS-SEM (Partial Square Least-Structural Equation Modeling) approach and the Wilcoxon signed rank test. PLS-SEM is used to measure the significance of the influence of the scholarship program on aspects of leadership, economy and alumni's social contribution. Meanwhile, the Wilcoxon signed rank test was used to analyze the real difference between aspects of leadership, economy, and social contribution before and after getting the scholarship program. The results of this study indicate that there are significant differences between aspects of leadership, economy, and social contribution of LPDP alumni before and after receiving scholarships, both as a whole and by type of scholarship program. In addition, the scholarship program also has a positive influence on the impact of the leadership, economic and social contribution aspects of LPDP scholarship alumni. The managerial implication that can be done to strengthen the impact of the LPDP scholarship program by institutions is to strengthen the aspect of entrepreneurship debriefing during preparation for departure (PK) as well as strengthening alumni empowerment and facilitation programs through talent pools and synergies with alumni organization networks.
