Analisis Potensi dan Strategi Pengembangan Taman Teknologi Pertanian (TTP) Cigombong, Kabupaten Bogor

TTP Cigombong dibangun oleh Kementerian Pertanian dengan menjalankan program bisnis agar dapat dikeola secara mandiri, professional dan berkelanjutan. Namun, setalah diserahterimakan kepada Pemda Kabupaten Bogor, bentuk kelembagaan dan payung hukum yang sesuai bagi TTP Cigombong agar dapat menjalankan program bisnisnya belum ditetapkan. Dalam rangka mendukung penetapan kebijakan tersebut, penelitian ini memiliki tujuan untuk: (1) menganalisis dampak ekonomi, sosial dan lingkungan atas keberadaan TTP Cigombong; (2) menganalisis tingkat kepuasan konsumen program bisnis TTP Cigombong; (3) menganalisis kelayakan finansial program bisnis TTP Cigombong dan (4) merumuskan alternatif strategi pengembangan TTP Cigombong.
Penelitian ini dilakukan di TTP Cigombong pada Bulan September sampai Desember tahun 2020. Metode penelitian yang digunakan untuk menganalisis dampak keberadaan TTP Cigombong adalah analisis deskriptif dan analisis pendapatan, untuk menilai kepuasan pelanggan adalah Customer Satisfaction Index (CSI) dan Importance Performance Analysis (IPA), untuk menganalisis kelayakan finansial adalah dengan laporan laba/rugi dan kriteria investasi Net Present Value (NPV), Net Benefit Cost Ratio (Net B/C), Internal Rate of Return (IRR) dan untuk merumuskan alternatif strategi pengembangan TTP Cigombong menggunakan matriks Internal Factor Evaluation (IFE), Eksternal Factor Evaluation (EFE), Strengths-Weaknesses-Opportunities-Threats (SWOT) serta Quantitative Strategies Planning Matrix (QSPM).
Hasil penelitian menunjukkan keberadaan TTP Cigombong telah memberikan dampak antara lain berupa peningkatan kesempatan kerja dan pendapatan masyarakat, pembentukan kelompok tani/ternak, peningkatan ilmu pengetahuan, munculnya pencurian aset dan menjadi tempat berkumpulnya remaja, meningkatnya penghijauan dan pengolahan sampah serta limbah kotoran ternak. Kepuasan konsumen untuk program agribisnis sebesar 79,180 persen (puas), program pelatihan sebesar 91,260 persen (sangat puas) dan program agroeduwisata sebesar 78,780 persen (puas). Atribut prioritas untuk diperbaiki pada program agribisnis adalah sertifikasi atau jaminan keamanan produk sedangkan pada program agroeduwisata adalah keamanan lokasi dan fasilitas penginapan. Secara finansial, program bisnis TTP Cigombong layak diusahakan pada skenario gaji pegawai dibayar menggunakan APBD Kabupaten Bogor, namun tidak layak diusahakan pada skenario gaji pegawai dibayarkan oleh TTP Cigombong. Prioritas alternatif strategi yang disarankan untuk pengembangan TTP Cigombong adalah: (1) meningkatkan kerja sama dengan petani, masyarakat, dan kelembagaan pemerintah (2) memprioritaskan anggaran untuk menambah sarana parsarana yang dibutuhkan dan (3) meningkatkan variasi serta daya saing produk dan jasa yang dihasilkan TTP Cigombong.
Berdasarkan hasil penelitian, Pemda Kabupaten Bogor dapat menetapkan payung hukum sejenis tarif atau retribusi atas produk dan jasa yang dihasilkan TTP Cigombong sehingga program bisnis TTP Cigombong dapat dilanjutkan dan dilakukan pengembangan kapasitasnya untuk mencapai target TTP Cigombong dapat dikelola secara professional, mandiri dan berkelanjutan. Cigombong ATP was built by the Ministry of Agriculture for an independent, professional and sustain business programs, and then handover the management to Regional Government of Bogor Regency. After the handover process, the appropriate institutional form and legal protection are still on progress. In order to support the business programs, this research aims to to: (1) analyze the economic, social and environmental impacts of the existence of Cigombong ATP; (2) analyze the level of consumer satisfaction of the Cigombong ATP business program; (3) analyze the financial feasibility of the ATP Cigombong business program and (4) formulate the alternative strategies for the ATP Cigombong development.
Date were collected in Cigombong ATP from September to December 2020. This research employs descriptive and revenue analysis used to analyze the impact of the existence of Cigombong ATP, Customer Satisfaction Index (CSI) and Importance Performance Analysis (IPA) method used to assess customer satisfaction, profit/loss report and Net investment criteria, Present Value (NPV), Net Benefit Cost Ratio (Net B/C), Internal Rate of Return (IRR) method used to analyze financial feasibility, and Internal Factor Evaluation (IFE) matrix, External Factor Evaluation (EFE), Strengths-Weaknesses-Opportunities-Threats (SWOT) and Quantitative Strategies Planning Matrix (QSPM) used to analyze strategies of business program development.
The results showed that the existence of Cigombong ATP has some impacts: increasing job opportunities and community income, forming group of farmers, increasing people knowledge, emerging theft of state assets, teenagers gathering place, increasing reforestation, waste management and manure waste treatment. Based on the programs satisfaction, the result shows consumer satisfaction for agribusiness programs are 79,180 percent (satisfied), training programs are 91,260 percent (very satisfied), and agroedutourism are 78,780 percent (satisfied). Certification or product safety guarantee need to be improved in agribusiness programs and security of the location and lodging facilities need to be improved in agroedutourism programs. Financially, the Cigombong ATP business program would be feasible if using the Bogor Regency APBD employee salary scenario, and would not be feasible if using Cigombong ATP employee salary scenario.
The strategic alternative priorities suggested for the development of the Cigombong ATP are: (1) increase the cooperation with farmers, communities, and government institutions; (2) prioritize the budget to increase the required infrastructure and (3) increase variety and competitiveness product and services produced by ATP Cigombong. Based on the results of the research, the Regional Government of Bogor Regency could establish the legal protection such as tariffs or products levies and services produced by Cigombong ATP so that the Cigombong business programs can be continued and developed its capacity to achieve the target that can be managed professionally, independently and sustainably.
