Pengaruh Perbedaan Bea Keluar pada Produk Hulu dan Hilir Minyak Sawit Terhadap Ekspor Refined, Blanced, Deodorized Palm Olein Indonesia

Abstract

Proses hilirisasi minyak sawit dimulai antara tahun 2011 hingga 2012. Salah satu kebijakan yang diterbitkan adalah menetapkan perbedaan tarif bea keluar pada produk hulu dan hilir minyak sawit di Indonesia sehingga ekspor dari porduk hulu minyak sawit Indonesia dapat ditekan kembali. Setelah adanya kebijakan tersebut ekspor RBD Palm Olein meningkat melebihi ekspor CPO. Sehingga tujuan utama dalam penelitian ini adalah menganalisis pengaruh perbedaan tarif bea keluar terhadap ekspor RBD Palm Olein. Data yang dianalisis merupakan data bulanan mulai dari bulan Januari 2012 hingga Agustus 2020 dengan menggunakan metode Error Correction Model (ECM). Hasil dari penelitian ini adalah perbedaan bea keluar pada produk hulu dan hilir bukanlah faktor yang memengaruhi hilirisasi minyak sawit dengan ekspor RBD Palm Olein, akan tetapi variabel bea keluar produk hilir yang memengaruhi hilirisasi minyak sawit Indonesia melalui ekspor RBD Palm Olein.

The downstream process of palm oil started between 2011 and 2012. One of the policies issued was to set different export duty rates on upstream and downstream palm oil products in Indonesia so that exports from upstream Indonesian palm oil products could be suppressed. After this policy, RBD Palm Olein exports increased more than CPO exports. So the main objective in this study is to analyze the effect of differences in export duty rates on exports of RBD Palm Olein. The data analyzed is monthly data from January 2012 to August 2020 using the Error Correction Model (ECM) method. The result of this study is that the difference in export duties on upstream and downstream products is not a factor that affects the acceleration of palm oil downstreaming with exports of RBD Palm Olein, but the variable export duties of downstream products that affect the downstreaming of Indonesian palm oil through exports of RBD Palm Olein.
