Kajian Kritis Valuasi Ekosistem Akibat Kebakaran Hutan (Studi Kasus: PT. Kallista Alam)
Abstract
Penilaian ekosistem akibat kerusakan lingkungan hidup merupakan hal yang
penting bagi ilmu pengetahuan dan perumusan kebijakan. Masalah utama yang
menjadi kelemahan penilaian ekosistem adalah double counting dan relevansi item.
Double counting adalah perhitungan yang dilakukan dua kali. Relevansi adalah
keterkaitan atau hubungan pokok masalah dengan solusi yang dihadapi.
Perhitungan seperti ini menyebabkan pembengkakan nilai dari nilai yang
seharusnya. Kelemahan penilaian kerugian ekosistem di Indonesia terjadi pada
Peraturan Menteri Lingkungan Hidup Nomor 13 Tahun 2011. Kasus kebakaran
hutan lahan gambut yang terjadi di areal PT. Kallista Alam tahun 2014 seluas 1000
ha merupakan salah satu contoh kasus yang cukup merugikan. Penerapan peraturan
penilaian ekosistem pada kasus kebakaran di areal PT. Kallista Alam mengandung
kelemahan, seperti double counting dan irrelevant item yang disebabkan oleh
kompleksitas ekosistem, jasa ekosistem yang saling melengkapi, dan sistem
klasifikasi jasa ekosistem yang tidak konsisten. Sebaiknya dalam penilaian
ekosistem lebih mengenal ekosistem dan layanan ekosistem agar terhindar dari
double counting dan irrelevant item. Ecosystem assessment due to environmental damage is important for
science and policy formulation. The main problem that becomes the weakness of
ecosystem assessment is double counting and item relevance. Double counting is a
calculation that is done twice. Relevance is the relationship between the main
problem and the solution. This kind of miscalculations causes the value becomes
bigger than it should be. The weakness on assessing ecosystem loss in Indonesia
occurs in the Minister of Environment Regulation No. 13 of 2011. The case of
peatland forest fire that happened on the 1000 hectares area of PT. Kallista Alam is
an example of case that is quite detrimental. The application of the ecosystem
assessment at the PT. Kallista Alam’s case has several weaknesses such as double
counting and irrelevant item that caused by ecocystem complexity, ecosystem
service that complete each other, and inconsistent classification of ecosystem
services. The ecosystem assesement would be better if it can avoid the double
counting and irrelevant item by knowing more about the ecosystem and its services.
