Analisis Ketergantungan Impor dan Faktor-faktor yang Memengaruhi Impor Produk Susu Indonesia

Kenaikan impor susu menunjukkan Indonesia semakin mengalami ketergantungan terhadap produk susu impor. Volume impor terkait dengan tahap pertumbuhan produk pada suatu negara. Rendahnya tahap pertumbuhan produk semakin meningkatkan kebutuhan impor produk. Namun, pertumbuhan impor susu Indonesia tidak berdasarkan besarnya defisit susu dalam negeri
Penelitian memiliki tujuan untuk: (1) menganalisis tingkat ketergantungan dan karakteristik impor susu Indonesia; (2) menganalisis tahap pertumbuhan produk susu Indonesia; dan menganalisis faktor-faktor apa saja yang mempengaruhi impor susu Indonesia. Penelitian ini menggunakan jenis data sekunder dalam bentuk data panel; yang terdiri dari time series bulanan tahun 2014 hingga tahun 2018 dan data cross section dari enam negara yakni Indonesia, Amerika Serikat, Australia, Selandia Baru, Belgia dan Perancis. Metode penelitian menggunakan metode Import Dependency Ratio (IDR) untuk menanalisis tingkat ketergantungan impor Indonesia pada produk susu impor; metode derajat keterbukaan impor (DKI) dan derajat konsentrasi impor untuk menganalisis karakteristik impor produk susu Indonesia; metode Indeks Spesialisasi Perdagangan (ISP) untuk menganalisis tahap pertumbuhan produk susu Indonesia; dan regresi data panel untuk menganalisis determinan impor dengan pendekatan gravity model.
Hasil penelitian menunjukkan bahwa Indonesia memiliki ketergantungan yang tinggi untuk produk susu; dengan rata-rata sebesar 40,42 persen kebutuhan susu Indonesia dipenuhi dari impor. Namun, derajat keterbukaan impor susu Indonesia masih relatif rendah (nilai DKI 0,14). Artinya, pembiayaan untuk impor susu masih dapat dilakukan. Sehingga, kebijakan impor susu Indonesia boleh diteruskan.
Tahap pertumbuhan produk susu kode HS 0402104100 sebagai bahan baku industri susu dalam negeri masih sangat rendah. Demikian, menunjukkan bahwa perkembangan industri susu Indonesia untuk HS 0402104100 masih rendah. Industri susu dalam negeri masih belum mampu untuk menyediakan produk susu untuk bahan baku industri pada tahap selanjutnya dan mendorong pemenuhan bahan baku industri susu nasional harus dipenuhi dari impor.
Faktor-faktor yang secara signifikan memengaruhi impor produk susu Indonesia adalah: (1) dummy kesamaan keanggotaan kesepakatan perdagangan antara Indonesia dan negara asal impor, (2) nilai tukar antara Rupiah dengan mata uang negara asal impor, (3) tingkat ketergantungan impor susu Indonesia dari negara asal impor, dan (4) volume total ekspor susu Indonesia. Hal ini menunjukkan bahwa impor produk susu Indonesia tidak hanya disebabkan besarnya defisit susu dalam negeri, namun juga secara signifikan disebabkan oleh adanya kesepakatan perdagangan dan perkembangan industri susu dalam negeri. on imported milk products. Import volume is related to the stage of product growth
in a country. The low stage of product growth increases the need for product
imports. However, the growth of Indonesian milk imports is not based on the large
deficit in domestic milk
The research aims to: (1) analyze the level of dependence and characteristics
of Indonesian milk imports; (2) to analyze the growth stages of Indonesian milk
products; and analyze what factors influence the import of Indonesian milk. This
study uses secondary data in the form of panel data; which consists of monthly time
series from 2014 to 2018 and cross section data from six countries, namely
Indonesia, the United States, Australia, New Zealand, Belgium and France. The
research method uses the Import Dependency Ratio (IDR) method to analyze the
level of dependence of Indonesia's imports on imported milk products; method of
degree of openness of imports (DKI) and degree of import concentration to analyze
the characteristics of imports of Indonesian milk products; the Trade Specialization
Index (ISP) method to analyze the growth stages of Indonesian dairy products; and
panel data regression to analyze the determinants of imports using the gravity model
approach.
The results showed that Indonesia has a high dependence on dairy products;
with an average of 40.42 percent of Indonesia's milk needs are met from imports.
However, the degree of openness to Indonesian milk imports is still relatively low
(DKI value 0.14). This means, financing for milk imports can still be done. So,
Indonesia's milk import policy may be continued.
The growth stage for dairy products with HS code 0402104100 as raw
material for the domestic milk industry is still very low. Thus, it shows that the
development of the Indonesian dairy industry for HS 0402104100 is still low. The
domestic dairy industry is still unable to provide milk products for industrial raw
materials at a later stage and encourages the fulfillment of raw materials for the
national milk industry to be met from imports.
Factors that significantly influence imports of Indonesian milk products are:
(1) the dummy of membership in the trade agreement between Indonesia and the
country of origin of imports, (2) the exchange rate between Rupiah and the currency
of the country of import, (3) the level of dependence on imports of Indonesian milk
from the country of origin of imports, and (4) the total volume of Indonesian milk
exports. This shows that imports of Indonesian milk products are not only due to
the large deficit in domestic milk, but also significantly due to trade agreements and
the development of the domestic milk industry.
