Kajian Lingkungan Strategik Kebijakan Pembangunan Daerah (Studi Kasus Kebijakan Pembangunan Sektor Kehutanan Kabupaten Kutai Kartanegara Tahun 2001-2005)
Abstract
Forest degradation has generated environmental disaster, such as floods, land slide, water crisis, and global warming. The rate of Indonesian deforestation from 1985 to 1997 is 1.6 million hectare per year. This rate increased to 2.84 million hectare per year from 1997 to 2000. This increasing deforestation rate was influenced by unmanaged forests, over cutting, and illegal logging. This study evaluated forestry sector using strategic environmental assessment in Kutai Kartanegara District between 2001 and 2005. The aim of study is to predict environmental degradation and its impact of harvesting policy in the Strategic Environmental Assessment of The Regional Development Policy of Kutai Kartanegara 2001-2005 . This evaluation produced positive and negative impacts. Positive impact was the increasing of regional income, while the negative impacts were as follows: decreasing of water, sedimentation, and biodiversity depletion. The disadvantage of economic value was higher than the advantage that received by the local government. Quantitative result shows that harvesting policy is not feasible. Consequently, it needs alternative strategies as follows: (i) ecosystem based forest management, (ii) empowerment of institutional building of production forests, and (iii) moratorium of logging.
