The competence development of persons with disabilities through vocational training at National Vocational Rehabilitation Center (NVRC) Cibinong

Abstract
A competence mastery is needed by persons with disabilities to enable persons with disabilities having a job in open employment. Vocational training conducted by National Vocational Rehabilitation Center (NVRC) Cibinong is one of the efforts to equip persons with disabilities with the competence needed by the workplace. The training program consists of 6 (six) main skills, i.e.: sewing, computer, graphic design, electro, metal work, and automotive. Sewing class has the highest number of graduated trainess that employed by the companies. The study has three main objectives: (1) to describe the competence of persons with disabilities graduated from NVRC Cibinong -sewing class; (2) to analyze the factors that correlated to competence of graduated trainees; and (3) to formulate a recomendation for developing vocational training approach for persons with disabilities that could ensure its effectiveness. A sensus to 42 persons with disabilities graduated from sewing class of NVRC Cibinong year 2006-2012 that employed by 3 (three) garment companies in West Java province has already conducted on June-December 2012. The data was collected by using observation, questionnaires and in-depth interview techniques and analyzed by using descriptive statistics (distribution of frequency) and inferencial statistics (Rank Spearman correlation) supported by SPSS 20.0 Software. The results show that the competence of graduated trainees is categoryzed in high level. The instructors’ performance in motivating the trainees has a significant positive correlation on competence. Meanwhile, the gradually contents of subjects, the proportion of duration for theory and practice, the number of instructors, and the facilities of Center have a very significant positive correlation on competence. The effectiveness of training could be increased by improving the performance of instructor in motivating the trainees, reinforcing the curriculum and maintaining the facilities of Center. A new program –Job placement- can be implemented by NVRC to support persons with disabilities who have already had a high competence from previous training but need support in finding job. Coordination among Ministry of Social Affairs, NVRC, and PSBD/LBK is needed to make the curriculum in line.
