The high biological resource potential of the Banda Sea as a spawning ground of yellowfin tuna (Thunnus albacares) in FMA 714 heightens the risk of illegal nighttime fishing within the open-close area. This study aimed to map &#13;
the distribution of light fishing vessels, identify potential violations in the open close area, and recommend surveillance follow-up actions. This study utilized VIIRS Boat Detection data from the Earth Observation Group throughout 2025. &#13;
Spatial analysis and descriptive analysis were applied to the data. The results revealed fishing vessel activity across the entire WPPNRI 714 Banda Sea waters throughout 2025. Fishing vessel activity was predominantly concentrated in the &#13;
central and southern Banda Sea, which constitutes the primary habitat of &#13;
yellowfin tuna. Vessel detections indicating potential violations of the open-close area were identified during the closure period, with the highest number of violations recorded in November, reaching 69, 85, and 58 detections in October, November, and December respectively. Recommended follow-up actions for fishing vessel surveillance in the Banda Sea open-close area include socialization on zoning regulations, formal warnings for large vessels detected within the openclose area, increased patrol intensity, and the utilization of VIIRS Boat Detection satellite imagery as an early detection system for potential violations.

Penelitian ini dilatarbelakangi oleh adanya kesenjangan antara ketentuan normatif dan praktik perlindungan hak Awak Kapal Perikanan (AKP) di Pelabuhan Perikanan Nusantara Muara Angke Jakarta. Penelitian bertujuan mengidentifikasi pelaksanaan regulasi nasional dalam pemenuhan hak AKP serta menyusun strategi untuk meningkatkan implementasinya. Metode yang digunakan adalah yuridis empiris dengan pendekatan kualitatif melalui observasi lapangan dan wawancara terhadap 58 responden AKP pada armada jala jatuh berkapal. Hasil penelitian menunjukkan bahwa sebagian hak telah terpenuhi secara administratif, namun masih terdapat kesenjangan pada aspek tertentu, seperti kepemilikan sertifikat (79.3% belum sesuai) serta penyediaan peralatan dan keselamatan kerja (55,6% belum sesuai). Selain itu, terdapat hak yang secara persepsi responden belum terpenuhi secara optimal, seperti pengupahan, jaminan sosial, dan familiarisasi kerja. Temuan ini menunjukkan bahwa permasalahan utama terletak pada kualitas implementasi, transparansi, dan pengawasan, bukan pada ketiadaan regulasi. Implikasi penelitian ini menekankan perlunya penguatan mekanisme pengawasan berbasis sistem, standarisasi administratif, serta strategi implementatif yang adaptif terhadap karakteristik operasional kapal perikanan guna meningkatkan perlindungan hak AKP secara substantif. &#13;

This study is motivated by the gap between normative regulations and the actual implementation of fishing vessel crew (AKP) rights at Muara Angke Fishing Port, Jakarta. The research aims to identify the implementation of national regulations in fulfilling AKP rights and to formulate strategies for improving their implementation. The study employs an empirical juridical method with a qualitative approach through field observations and interviews with 58 respondents from purse seine fishing vessels. The results indicate that several rights have been administratively fulfilled; however, gaps remain in certain aspects, including certification compliance (79.3% not fulfilled) and provision of work and safety equipment (55.6% not fulfilled). Additionally, some rights are perceived as not optimally fulfilled, such as wages, social security, and work familiarization. These findings suggest that the main issue lies in the quality of implementation, transparency, and supervision rather than the absence of regulations. The study implies the need for strengthening system-based supervision, administrative standardization, and adaptive implementation strategies tailored to the operational characteristics of fishing vessels to ensure substantive protection of AKP rights. &#13;

Nelayan rawai layur di Palabuhanratu menjadikan aktivitas melaut sebagai pekerjaan utama dan sumber penghasilan bagi keluarga. Namun, nelayan mengalami berbagai tantangan yakni pendapatan yang tidak stabil akibat fluktuasi musim penangkapan, rendahnya tingkat pendidikan, serta minimnya alternatif mata pencaharian. Sehingga, penelitian ini bertujuan untuk mendeskripsikan kegiatan perikanan rawai layur dan mengklasifikasikan sekaligus menganalisis tingkat kesejahteraan nelayan rawai layur menggunakan parameter Badan Kependudukan dan Keluarga Berencana Nasional (BKKBN). Metode penelitian menggunakan observasi dan wawancara terstruktur serta snowball sampling. Data dianalisis menggunakan analisis deskriptif, analisis kesejahteraan menurut parameter BKKBN, dan analisis rank spearman untuk melihat indikator yang paling mempengaruhi kesejahteraan. Hasil penelitian menunjukkan bahwa kegiatan perikanan rawai layur di Palabuhanratu menggunakan kapal berukuran 3 GT dengan tangkapan utama yaitu ikan layur (Trichiurus sp.). Nelayan rawai layur di Palabuhanratu termasuk kedalam kategori Keluarga Pra Sejahtera sebesar 6%, Keluarga Sejahtera I sebesar 53%, Keluarga Sejahtera II sebesar 38%, dan Keluarga Sejahtera III sebesar 3%. Terdapat tiga indikator yang paling mempengaruhi tingkat kesejahteraan dengan hubungan kekuatan sedang hingga sangat kuat, yaitu indikator ke-10, ke-11, dan ke-9, hubungan kekuatan sangat kuat ada pada indikator ke-10 dengan koefisien korelasi 0.804.; Hairtail fish longline fishers in Palabuhanratu make fishing their primary occupation and source of income for their families. However, fishers face various challenges by unstable incomes due to seasonal fluctuations in catchs, low levels of education, and lack of alternative livelihoods. Therefore, this study aims to describe hairtail fish longline fisheries activities to classify and analyze the welfare levels of hairtail fish longline fishers using parameters from the National Population and Family Planning Board (BKKBN). The research methods included observation and structured interviews, as well as snowball sampling. Data were analyzed using descriptive analysis, welfare analysis according to BKKBN parameters, and Spearman rank correlation analysis to identify indicators that most influence welfare. The results show that hairtail longline fisheries in Palabuhanratu utilize 3 GT vessels with the main catch being hairtail fish (Trichiurus sp.). Hairtail fish longline fishers in Palabuhanratu are categorized as Pre-Prosperous Families 6%, Prosperous Families I 53%, Prosperous Families II 38%, and Prosperous Families III 3%. There are three indicators that most influence the level of welfare with a moderate to very strong relationship, namely indicators 10, 11, and 9, the very strong relationship is in indicator 10 with a correlation coefficient of 0.804.

Nelayan kerang hijau di Kampung Nelayan Kamal Muara Provinsi Daerah &#13;
Khusus Ibukota Jakarta menghadapi tantangan serius berupa penurunan produksi &#13;
akibat degradasi kualitas perairan. Penelitian ini bertujuan untuk mendeskripsikan &#13;
kegiatan perikanan kerang hijau, menganalisis kualitas perairan terdampak &#13;
pencemaran, serta merumuskan rekomendasi pengelolaan perikanan kerang hijau &#13;
yang adaptif di Kamal Muara. Pengumpulan data penelitian dilakukan melalui &#13;
observasi lapang, wawancara, dan pengambilan sampel air. Analisis data &#13;
dilakukan secara deskriptif, uji laboratorium kualitas air, serta analisis aspek &#13;
kekuatan dan kelemahan untuk rekomendasi pengelolaan. Hasil penelitian &#13;
menunjukkan bahwa kegiatan perikanan kerang hijau didominasi oleh metode &#13;
budidaya tradisional menggunakan rakit bambu, dengan waktu pemeliharaan &#13;
hingga panen berkisar antara 3-4 bulan. Namun saat ini nelayan mengalami &#13;
penurunan produktivitas hasil panen. Kerang hijau dilakukan penanganan dengan &#13;
perebusan sebelum dipasarkan. Kualitas perairan telah melampaui ambang batas &#13;
baku mutu sesuai KEPMEN LH No.51 Tahun 2004, parameter TSS menunjukkan &#13;
hasil 97 mg/L, serta kandungan logam berat Pb dan Hg sebesar 0,03 mg/L dan &#13;
0,04 mg/L. Kondisi ini berdampak langsung pada penurunan kualitas biologis dan &#13;
kualitas hasil panen, yang berdampak terhadap pendapatan nelayan. Tindakan &#13;
pengelolaan yang direkomendasikan meliputi penguatan regulasi dan pengawasan &#13;
pengelolaan limbah, penerapan teknologi budidaya ramah lingkungan untuk &#13;
mitigasi cemaran, dan peningkatan kapasitas kelompok nelayan melalui edukasi.; Green mussel fishermen in the fishing village of Kamal Muara Special &#13;
Capital Region of Jakarta Province face serious challenges in the form of &#13;
declining production due to water quality degradation. This study aims to describe &#13;
green mussel fishing activities, analyze of water quality affected by pollution, and &#13;
formulate recommendations for adaptive green mussel fishery management in &#13;
Kamal Muara. Research data was collected through field observations, interviews, &#13;
and water sampling. Data analysis was conducted using descriptive methods, &#13;
laboratory water quality tests, and an analysis of strengths and weaknesses to &#13;
inform management recommendations. The results of the study indicate that green &#13;
mussel aquaculture is dominated by traditional cultivation methods using bamboo &#13;
rafts, with a cultivation period ranging from 3 to 4 months. However, fishermen &#13;
are currently experiencing a decline in catch productivity. Green mussels are &#13;
processed by boiling before being marketed. Water quality has exceeded the &#13;
quality standards set by Ministry of Environment Decree No. 51 of 2004; the TSS &#13;
parameter shows a result of 97 mg/L, and the levels of heavy metals Pb and Hg &#13;
are 0.03 mg/L and 0.04 mg/L, respectively. These conditions have a direct impact &#13;
on the decline in biological quality and the quality of the catch, which in turn &#13;
affects fishermen’s income. Recommended management measures include &#13;
strengthening regulations and oversight of waste management, implementing &#13;
environmentally friendly aquaculture technologies to mitigate pollution, and &#13;
building the capacity of fishing communities through education.
