This study aims to analyze the technical efficiency of soybean farming that participant and which do not participant the program of Integrated Crop Management Field School (SLPTT) soybean. SLPTT is one of the government programs to increase production and productivity of soybean in the country through the process of teaching and learning with technology implementation soybean input resource management and integrated climate. This study used the Stochastic Frontier Analyze (SFA) method with a model of the Cobb-Douglas production function. Research location took place in Jember regency, East Java. The results showed the average of technical efficiency level on soybean farming both SLPTT and non SLPTT in Jember Regency has technically efficient with 0.79 score. The factors which significantly affects the technical efficiency enhancement were, age, dummy variable of cropping techniques, variable of the VUB seeds, variable of mechanical control, and the number of farmer who attend counseling and or soybean SLPTT program in 2013.The non SLPTT farmes need to follow the SLPTT program. In addition, managerial improvement soybean farmers and good cooperation of various stakeholders (central governments, regional, village, farmers and soybean cultivation) are needed by the farmers.
