A total of 14 municipalities/regencies in West Java Province held elections in 2013. The planned programs to develop each municipality/regency of West Java province in 5 years can be seen through the budget allocation. The aim of this study is to compare the budget allocation of West Java province at the time before the election (in 2012) and after the election (in 2014). The development direction of West Java Province in 2012 and 2014 had been seen by using biplot analysis. The results of the biplot analysis showed four classifications of expenditure with the highest variance are education, public services, housing and public facilities, and health. Bandung Municipality and Bogor Regency are the two regions that have the highest allocation for the entire classification of expenditure by function. The two regions with the lowest allocation for the entire classification of expenditure by function are Banjar Municipality and Sukabumi Municipality. The similarities and changes in budget allocation of expenditure of West Java Province from 2012 to 2014 can be analyzed by using procrustes analysis. The results of procrustes analysis showed, there is an increase in allocation of expenditure about 19.38% on the allocation of expenditure budget of West Java Province in 2014 than in 2012. The similarity matrix configuration of the budget in 2012 and 2014 are very similar categorized.
