Kajian Kelembagaan Terhadap Kelancaran Kegiatan Operasional PPS Nizam Zachman Jakarta

Abstract

Formal institutions at a fishing port in Indonesia is an important structure connected with operational activity in the fishing port. There are three formal institutions who managed operational activity in PPS Nizam Zachman: The Technical Implementation Unit below The Directorate General of Capture Fisheries, The General Company of Indonesian Fishing (Perum Perindo) below BUMN Ministry, and The Regional Technical Implementation Unit of Fishing Port and Fishing Landing Base Area Administrator below the agencies of sea and fisheries in the province. Aim of this study is to discover actual task/role and coordination of three managing instution in PPS Nizam Zachman, to discover problem in the three institutions in operating PPS Nizam Zachman also to know the effect of three instutions to fluencies of PPS Nizam Zachman operationals. The research methods used is comparative case study method and the operational activity used are landing activity and catches distribution. Every institution has their own tasks in performance implementation to reach the target planned. Otherwise, the coordination that created from the three institution in task performing formed in coordination of discussing their activities together. Functional issues that arise is caused from various institutional in PPS Nizam Zachman, such as, problems with overlapping rules between The Technical Implementation Unit below The Directorate General of Capture Fisheries, Perum Perindo, and The Regional Technical Implementation Unit of Fishing Port and Fishing Landing Base Area Administrator. Every institution in the task implementation about operational activity is often get an influence from the other institution. The influence can be the influence of smoothen activity effect or effect that hampering the activity. From that effect, it just has a little hampering effect showed from the three institutions in PPS Nizam Zachman.
