      Abstract
Cilmate and land use changes were increase fluctuation river discharge of Upper Ciliwung Watershed. Increasing river discharge in rainy season often cause flood in lower area, especially in DKI Jakarta Province. This research aims to analyze the characteristics of rainfall, the relation between rainfall and rainfall intensity on peak discharge, and the effect of land use changes on peak discharge in Upper Ciliwung Watershed. Characteristics of rainfall were analyzed by daily rainfall charts (Citeko Station) and daily rainfall data (Katulampa Station) 2007- 2013, while landuse changes were identified from land use map on 2006, 2009, and 2012. Rainfall (daily, monthly, yearly) on the Upper Ciliwung Watershed is lower than rainfall in the outlet area. The amount of daily rainfall has astrongly relation with peak discharge. The amount of daily rainfall in the upper (Citeko Station) has stronger relation with peak discharge of Ciliwung River than the amount of daily rainfall in the outlet area (Katulampa Station),with determination coefficient (R2) on 2011, 2012 and 2013 are 0.56, 0.65, and 0.42respectively. The amount of daily rainfall in the upper (Citeko Station) has also stronger relation with peak discharge of Ciliwung River than rainfall intensity 30 minutes. But, the amount of daily rainfall and rainfall intensity30 minutes have a real influence on peak discharge of Ciliwung River. The greatest land use change was happened on 2006-2009, which residential area increased about 463.39 ha (3.09%). This land use change was causepeak discharge of Ciliwung about 394.81 m3/s, which occurred on February 2010. This peak discharge was cause widespread flood in DKI Jakarta Province.
