Buluh Cina Natural Park in Kampar District, Riau Province was initially Indigenous Forest (Hutan Adat) of Rimbo Tujuh Danau which has an area about 2.500 ha. Later, based on Governor Decree of Riau Province in 2007, most of the forest area used as a Natural Park area about 1,000 ha. Buluh Cina Natural Park have not been managed yet completely, but commonly it utilized by the communities to fulfill their daily needs. This study aims to determine the uses of forests and map the location of the utilization, furthermore describing the suitability of forest use practices with laws and regulations, as well as the use of participatory plan. This study, using data that obtained through multiple methods of data collection, which are review of secondary data, direct observation, interviews, focus group discussions (FGD) and mapping of areas. The results of this research show that Buluh Cina Natural Park utilization does not match with the provisions of existing law. The results of participatory planning which lead to the type of utilization that does not exploitative but the public has greater accessibility to forest management.
