Sardinella fimbriata as known as Ikan Tembang is the common resources of PPN Karangantu, Banten. Ikan Tembang become prior target catches by Karangantu’s fishermen because of the high demand. Sampling in May to August 2012 had been done to evaluate morphological characteristics of fish. This study aims to clustering Ikan Tembang in Teluk Banten using two step cluster method and identifying the morphological characteristics in that clusters. Identifying the character of fish is used to know the right fish to catch without examining the development of gonad maturity. The morphological characteristics of Ikan Tembang are measured by categorical and continuous scale. The number of observation is 760. There are three optimum clusters which clustered by length, weight and gonad maturity (TKG) of Ikan Tembang. The right fish to catch based on TKG is the thrid cluster, the ready to spawn phase and already to spawn phase. Third cluster marked by 150.35 mm avarage length and 42.72 grams avarage weight. There are 70% overfishing samples that clustered in first cluster and second cluster.
