Governance of a nagari must not be separated from local elite influence. This study indicated that there are two elite’s strengths in Koto Lamo. This strength based on elite position in power distribution. They are a governing elite and a non governing elite. This study showed the difference of elite capital ownership. Governing elite have the super strong power of economic capital, social capital, cultural capital, and symbolic capital. This matter have an effect to used strategy choices. Governing elite can do educative strategy, economi invansion strategy, symbolic investment strategy, networking relationship investment strategy, and this elite did not choose symbolic reproduction strategy. Non governing elite is just super strong at cultural capital and symbolic capital, but this elite is weak at economic capital and strong for social capital. So the non governing elite only optimalized symbolic investment strategy and symbolic reproduction strategy. Management of local elites competition is required to avoiding the society dissolution, not optimalize nature resources, and environmental damage.en
