To maintain rice self 'sufficiency, rice production increasing in West Java need to focus on productivity by intensification rather than land expansion. However is there any possibility to increase rice production through efficiency? The aim of this study is to analyze stochastic frontier production function and inefficiency function. Land is the most responsive and significant factor (+0.884) so that government need to focus on land expansion if government want to increase rice production especially through benefitted potential upland. Seed and KCL are also significant. Utilizing of these two input are still lower than recommendation input because of the price. As the implication, government need to support seed and KCL availability with the low price. Rice farming in West Java has already efficient (74.22). Signifiant variables are seed quality, rice cultivation index (lP) and season. The implication for West Java government is price and quality seed support which adaptif to drought and rain. Beside that, government need to repair irrigation system so that guaranttee water availability in every season. Because of rice revenue, rice profit, and agriculture revenue can increase efficiency. the implication is support to make high profit so that it become incentive tu increase rice production.
