Coastal area has unique and diversity of natural resources. However, som of coastal communities in Indonesia live below poverty line. West Java Province has two coastal areas which have different characteristics. They are North coastal area and south coastal area. This article analyzes comparison of family characteristics, pattern of decision making on family activities (gender relation), and level of family welfare between families in north and south coastal West Java. This research also analyzes the effects of area, family characteristics, gender relation, and h'uman resorce quality toward level of family welfare, There are significant differences on family characteristics between family in north and south coastal area, except father's and mother's age. Families in north coastal area have higher level of gender relation and family welfare than families in south coastal area. Otherwise, human resource of families in north coastal area is lower than it in south coastal area. Analyses by structural equation model show that sociodemographic characteristics of families, family economic, gender relation, and quality of human resource• effect significantly toward level of family welfare in coastal area
