      Abstract
      The partnership program is a program to enhance the ability of small businesses to be resilient and independent through the use of funds from the profits of BUMN. The partnership program is able to empower communities and regions, based on their potential and their role and community participation. PT. Perkebunan Nusantara (PTPN) VII is one of State Owned Company (BUMN). One of their programs is to find the micro and small entrepreneurs to improving their creativity. The one of their Enterprises is chips, which took place near the office PTPN VII, in along the way Zainal Abidin PagarAlam in Tanjung Karang Village Bandar Lampung city. The research purpose to: (1) Identify activities empowerment group members agroindustry chips in PKBL by PTPN VII in the Segala Mider village Tanjung Karang Barat of Bandar Lampung city, 2) formulate alternative strategies for developing partnerships by PTPN VII tosupporttheir partners business. The research was conducted in Segala Mider village of Tanjung Karang Barat of Bandar Lampung city. The research location was chosen purposive with the consideration that in 2007 this villages was center of chips Industry in Bandar Lampung. The respondents were all members of the agroindustry partners PTPN VII, which amounts to 12 people. The analysis method by using a matrix IFE, EFE, IE, SWOT and QSPM. The conclusions of this research are: 1) the empowerment of members of the chips agroindustry activities in Segala Mider Village of Tanjung Karang Barat Bandar Lampung city in PKBL include (a) Following small business management training and (b) Get funding partnership program who needed, 2) Three strategies alternative for developing PKBL PTPN VII, are: a) Increasing the capacity of the fund to take advantage of low carrying capacity of the government or BUMN, b) Improving the skill and knowing of technology to improve the image of the product, and c) Make use of the product as a food typical of the region with a variety of flavors to be able to compete with other similar products.
