      Abstract
Red palm oil (RPO) is a very potential product that needs to be developed, particularly to address nutritional problems in Indonesia. PT Perkebunan Nusantara (PTPN) XIII, possess unique palm trees which are products of backcrossing activity between Elaeis guineensis and E. Oleifera. The trees are indicated to contain β-carotene up to 2000 ppm. The purpose of this research is to explore the potential of thebackcross plants as the raw material of RPO and consequently use the information as the supporting element in the development the logframe matrix for the development of RPO in Indonesia This research was conducted through these following stages: (1) production of crude palm oil from backcross palm fruit samples utilizing fully optimized and integrated extraction techniques, (2) identification of the most potential plant; and (3) organizing a policy strategy to develop the RPO in Indonesia based on LFA approach. This reasearch showed that there is a potential palm trees that could be utilized as the raw material for RPO. The carotenoid content of the palm oilproduced from the chosen plant with the application of series of optimized and integrated technologyprocess would reached about ± 804.89 ppm. Furthermore, the logframe matrix produced through the LFA analysis elaborated that the ultimate goal of the development of RPO in Indonesia will be to enhance value-added and multiplier effects of the Indonesian palm oil, mainly for the welfare of the people. The ultimate goal will be reached through the implementation of government policy to enhance the quality of nurturing, maintenance and production of the potential backcross palm tree by PTPNXIII and the improvement of the plants’ seeds quality by PPKS.
