Strategi Penanggulangan Kemiskinan Melalui Pengembangan Peternakan di Kabupaten Simeulue

Abstract

Meningkatnya jumlah penduduk miskin di Kabupaten Simeulue, menuntut pemerintah daerah untuk segera menanggulangi kemiskinan tersebut, salah satu cara menanggulangi kemiskinan dengan memanfaatkan sumberdaya alam yang ada. Kabupaten Simeulue merupakan daerah dengan potensi sumberdaya alam yang baik, sektor pertanian Kabupaten Simeulue memiliki potensi penting sebagai salah satu subjek pelaku ekonomi. Kabupaten ini merupakan salah satu Kabupaten yang memiliki potensi pertanian khususnya sub-sektor peternakan.

Developing of animal husbandry could be increased the income of breeder, so poverty could be alleviated because of animal husbandry inclined as basis sub-sector. This research is to Analize how much the contribution of agricultural for PDRB in Simeulue district, Identify the factors that influence the rate of poorty breeders in Simeulue district, Manage plan of program poverty alleviation stategies by developing of animal husbandry in Simeulue district The analysis methode of this study include Location Quetient (LQ), Double Regression Analysis, and Analytical Hierarchy Process (AHP). The result showed that developing of animal husbandry was one step strategy to developt economic region and to increased breeder’s income. The influential factors to breeder’s income are total of livestock, age of head of household, and level of graduate of education. Based this analysis, local government can make planning of poverty alleviation stategies by developing of animal husbandry. Based on result of strategy formulation and program planning with AHP, we know that criteria of reduction of poverty by developing of animal husbandry which have highest score were government’s commitment, human resources, and fund. Result analysis of AHP to determine alternatives priority of reduction of poverty and it showed that increasing human resources program (score 0,356) as a first priority, and the second was increasing source of fund (score 0,248), and then program of superior sector (0,175), Infrastructure (0,124) dan blue print of agricultural (0,097).
