Strategi Peningkatan Alokasi APBD untuk Sektor Pertanian di Kabupaten Lampung Barat

Abstract

Sebagian besar penduduk Lampung Barat bermatapencahatiau sebagai petani. Pada tahun 2006 angkatan kelja yang bekerja di sektor pertanian adalah 79,79 persen. Sektor pertanian merupakan penyumbang terbesar terhadap PDRB Kabupaten Lampung Sarat yaitu 60,7 persen atau sebesar Rp.910.009,43 juta, Akan tetapi alokasi dana APBD untuk sektor pertanian (pertanian, petemakan, perkebunan, perikanan dan kehutanan) hanya sebesar 4,8 persen. AIokasi dana ini sangat kecil dibandingkan kontribusi sektor pertanian untuk perekonomian Kabupaten Lampung Barat. Dalam pembangunan daerah perlu diketahui potensi ekonomi suatu daerah untuk memudal1kan dalam penentuan kebijakan sektor apa yang akan dikembangkan. Hal ini akan terkait dengan alokasi APBD jika pemerintah daerah memiliki visi dan misi pertumbuhan ekonorni dan memiliki dampak penyerapan tenaga kelja yang lebih besar

Agricultral development in Larnpung Barat encounters limited budegt provided by the government. In contrast, this sector dominantly contributes to the Gross Domestic Regional Bruto (PDRB) and predominantly the majority of population are engaged in this sector. The objectives of this study ae to determine basic sector to identifY component of agricultural sector's growth, comprehend respond of RB to GDRP, and recommend strategy of increasing RB allocation for agricultural sector. To answer those research objectives, this Lampung Barat District are agriculture sector and trade, hotel, and restaurant sector. Both sectors have comparative advatage. As component of agricultural sector's growth, regional growth is more dominant than proportional growth and regional share growth. Elasticity of RB to GDRP is small. Program formulation is conducted by using Analytical Hierarchy Process (ARP) Method. The priorities to increase RB allocation for agricultural sector are budget availibility, prioritie of budget allocation, and institutional support. The alternative programs to increase the budget for agriculture are blueprint of agricultural revitalization, sOurces of govemernnt budget, regulation, and socialization and advocacy.
