Peningkatan Partisipasi Stakeholders dalam Lembaga Pemberdayaan Masyarakat (Studi Kasus di Kelurahan Pahang Kecamatan Datuk Bandar Kota Tanjungbalai Provinsi Sumatera Utara)

Abstract

Partisipasi stakeholder dalam pembangunan sudah muncul sejak diberlakukannya UUD 1945 dan secara konstitusional telah memiliki acuan yang jelas dan merupakan kewajiban bagi setiap stakeholders yang terlibat dalam pengelolaan pembangunan di Indonesia. Namun partisipasi stekeholders dalam pembangunan di era reformasi ini masih memperlihatkan keeenderungan belum berjalan dengan sinergi. Partisipasi masyarakat sejak awal sampai saat ini belum mendiPatkan posisi yang tepat dalam bentuk kewenangan dan kewajiban serta hak sebagai masyarakat dalam ikut menjalankan pembangunan. Partisipasi pemerintah masih menunjukkan setengah hati, dengan tidak menerapkan peran regulator dan fasilatornya secara maksimal. Partisipasi swasta juga masih mengedepankan pertimbangan profit dengan mengabaikan tanggungjawab sosial.

Stakeholder participation in development has been made since the enactment of 1945 constitution and constitutionally it has clear reference and becomes the obligation of every stakeholders involved in the management of development in Indonesia. However the participation of the stakeholder on the Lembaga Pemberdayaan Masyarakat (LPM) in the reform era has shown the tendency of running imperfectly. The aim of this research is to generate the policies strategy to increse the stakeholders participation on LPM. The type of research is descriptive by quilitative approach. The qualitative data was collected by depth interview, observation and documentation study like the specifications of legislations; comperative study was also made from various opinions and the understanding of stakeholders participation. From the study of the implementation of the legislations involving stakehoders participation has not yet run effectively and efficiently.
