Analisis penyelenggaraan penyuluhan perikanan di Kabupaten Halmahera Utara

Abstract

To reach the objectives of marine and fisheries development, inprovement of human resources capacity represent key factor which must be paid attention. One of the efforts in realizing the objectives is development of fisheries extension program. North Halmahera has potency for the development of capture fisheries. But this condition does not give impact to make-up the fisherman income. It is caused by various constraints especially the lack of knowledge, lack of skill, lack of attitude, the limited source of information, lack of fisherman organization and availability of fisheries extension officer is also limited. These cases become bases need the existence of study of Fisheries Extension Program Analysis in North Halmahera District. Objectives of this study are; (1) Identifying the management problem of fisheries extension program, (2) Need assessment of fisheries extension officer and (3) Policy recommendation in fisheries extension program in North Halmahera District. Interview, focus group discussion and literature review were conducted to collect data. Data analysis was used descriptive analysis, institutional development framework and SWOT analysis. Result of this study is identified that number of fisheries extension officer is limited to conduct fisheries extension program. Organization structure, facilities and program evaluation of the weakness component. Recommendation of fisheries extension policy are; (1) Endorse collaborative program related to the capacity building of fishermen and fisheries extension officer, (2) Develope regular extension program with collaborative between government and private sector and (3) Institutional strengthening of extention officer intitution in each sub-district.
