Evaluasi Kinerja Agronomis Berdasarkan Persepsi Petani Mitra PT Padi Indonesia Maju di Kabupaten Mojokerto
Abstract
Kemitraan antara PT Padi Indonesia Maju dengan petani padi di Kabupaten Mojokerto menempatkan agronomis sebagai aktor kunci dalam mendukung keberhasilan usahatani dan keberlanjutan kemitraan. Namun, perbedaan antara harapan petani dan kinerja agronomis yang dirasakan berpotensi memengaruhi tingkat kepuasan petani mitra. Penelitian ini bertujuan untuk menganalisis mekanisme kemitraan, mengevaluasi kinerja agronomis berdasarkan persepsi petani mitra, serta merumuskan implikasi manajerial bagi peningkatan kepuasan petani mitra di Kabupaten Mojokerto. Penelitian menggunakan pendekatan kuantitatif dengan metode survei terhadap petani mitra yang dipilih secara purposive. Data dikumpulkan melalui kuesioner berskala Likert dan dianalisis menggunakan Importance Performance Analysis (IPA) serta Customer Satisfaction Index (CSI). Hasil analisis IPA menunjukkan bahwa sebagian besar atribut kinerja agronomis dinilai memiliki tingkat kepentingan yang relatif tinggi, namun kinerjanya belum sepenuhnya memenuhi harapan petani mitra. Sementara itu, berdasarkan hasil analisis CSI diperoleh nilai sebesar 66,73%, yang mengindikasikan bahwa petani mitra secara umum merasa puas terhadap kinerja pelayanan agronomis. Meskipun demikian, beberapa atribut strategis, seperti praktik langsung di lapangan serta ketersediaan dan penggunaan alat bantu penyuluhan berupa media, materi, dan alat peraga dalam kegiatan pendampingan agronomis, masih berada pada kuadran prioritas perbaikan. Di sisi lain, atribut yang berkaitan dengan sikap, aksesibilitas, serta keadilan pelayanan agronomis telah menunjukkan kinerja yang baik dan dinilai perlu untuk dipertahankan. Temuan ini mengindikasikan perlunya peningkatan kualitas pendampingan agronomis secara lebih terarah, terutama pada aspek teknis dan intensitas pendampingan, guna meningkatkan kepuasan serta memperkuat loyalitas petani mitra. The partnership between PT Padi Indonesia Maju and rice farmers in Mojokerto Regency positions agronomists as key actors in supporting farming success and ensuring the sustainability of the partnership. However, discrepancies between farmers’ expectations and the perceived performance of agronomists may affect the level of satisfaction among partner farmers. This study aims to analyze the partnership mechanism, evaluate agronomists’ performance based on partner farmers’ perceptions, and formulate managerial implications to enhance farmer satisfaction in Mojokerto Regency. The research employed a quantitative approach using a survey method, with partner farmers selected through purposive sampling. Data were collected using a Likert-scale questionnaire and analyzed using Importance Performance Analysis (IPA) and the Customer Satisfaction Index (CSI). The results of the IPA indicate that most agronomist performance attributes are perceived as having relatively high importance, yet their performance has not fully met farmers’ expectations. Meanwhile, the CSI analysis yielded a value of 66.73%, indicating that partner farmers are generally satisfied with agronomists’ service performance. Nevertheless, several strategic attributes, such as hands-on field practices and the availability and use of extension support tools including media, materials, and teaching aids during agronomic assistance activities, remain in the priority improvement quadrant. On the other hand, attributes related to attitude, accessibility, and fairness of agronomic services have demonstrated good performance and should be maintained. These findings indicate the need for more targeted improvements in the quality of agronomic assistance, particularly in technical aspects and the intensity of field assistance, in order to enhance satisfaction and strengthen the loyalty of partner farmers.
