      Abstract
      Konflik tenurial di kawasan konservasi sering terjadi akibat tumpang tindih antar para pihak. Resort Rajegwesi, Taman Nasional Meru Betiri (TNMB) menjadi lokasi strategis untuk dikaji karena mencakup semua jenis klaim permukiman, klaim pemanfaatan lahan, dan klaim pengelolaan wisata. Penelitian ini bertujuan mengidentifikasi sebaran dan karakteristik konflik, menganalisis dinamikanya, dan menelaah strategi penyelesaian yang diterapkan oleh pihak TNMB khususnya Resort Rajegwesi, baik yang masih dalam tahap rekonsiliasi maupun yang sudah mencapai resolusi. Penelitian menggunakan pendekatan analisis deskriptif kualitatif dengan metode wawancara mendalam, observasi lapangan, dan studi dokumentasi. Hasil menunjukkan bahwa konflik sangat kompleks dan berlangsung lama, dipengaruhi oleh sejarah penguasaan lahan, kebutuhan ekonomi, dan kurangnya kepastian hukum. Rekonsiliasi dilakukan melalui kemitraan konservasi dan zonasi, namun belum sepenuhnya menyelesaikan konflik. Penelitian ini memberikan rekomendasi resolusi konflik tenurial melalui skema kemitraan konservasi yang mengadaptasi prinsip reforma agraria dan pelepasan kawasan pada konflik permukiman.
       
      Tenure conflicts in conservation areas often occur due to overlapping interests among various parties. The Rajegwesi Resort in Meru Betiri National Park (TNMB) is a strategic location for study because it encompasses all types of settlement claims, land use claims, and tourism management claims. This study aims to identify the distribution and characteristics of conflicts, analyze their dynamics, and examine the resolution strategies implemented by TNMB, particularly Rajegwesi Resort, both those still in the reconciliation stage and those that have been resolved. The study uses a qualitative descriptive analysis approach with in-depth interviews, field observations, and documentation studies. The results show that the conflicts are very complex and long-standing, influenced by the history of land ownership, economic needs, and lack of legal certainty. Reconciliation is carried out through conservation partnerships and zoning, but has not fully resolved the conflicts. This study provides recommendations for resolving tenure conflicts through a conservation partnership scheme that adapts the principles of agrarian reform and area release in settlement conflicts.
