| dc.description.abstract | Lobster (Panulirus spp.) merupakan kelompok crustacea yang termasuk
komoditas perikanan penting untuk konsumsi maupun ekspor yang tersebar di
perairan Indo-Pasifik Barat termasuk perairan Selatan Jawa. Lobster merupakan
salah satu sumberdaya perikanan laut Indonesia yang memiliki nilai jual tinggi.
Pada sektor perikanan, lobster merupakan salah satu produk ekspor yang bernilai
tinggi. Permintaan global yang tinggi serta terbatasnya stok menyebabkan tingginya
nilai jual perikanan lobster. Lobster merupakan biota laut yang habitatnya berada di
daerah karang. Tingkat pemanfaatan lobster di selatan Pulau Jawa (WPPNRI 573)
tahun 2017 sudah fully exploited. Berselang lima tahun kemudian, tingkat
pemanfaatan sumberdaya lobster di WPPNRI 573 berstatus over exploited. Dilansir
data Dinas Kelautan, Perikanan, dan Ketahanan Pangan Kabupaten Pangandaran,
produksi lobster dari tahun 2017 hingga 2023 mengalami penurunan yang
signifikan. Populasi lobster di laut Pangandaran terus menurun diduga karena
maraknya penangkapan benih bening lobster (puerulus) oleh nelayan secara illegal.
Penelitian ini bertujuan untuk mengetahui kondisi eksisting unit
penangkapan, status keberlanjutan dan strategi keberlanjutan pengelolaan lobster
dan benih bening lobster di perairan Kabupaten Pangandaran. Kondisi eksisting unit
penangkapan dianalisis dengan menggunakan analisis deskriptif. Tingkat
keberlanjutan lobster dan benih bening lobster dianalisis dengan menggunakan
multi-dimensional scaling (MDS) rapfish, sedangkan strategi keberlanjutan
dirumuskan dengan menggunakan metode analythical hierarchy process (AHP).
Penelitian dilaksanakan pada bulan Januari hingga Mei 2025 di Kabupaten
Pangandaran Provinsi Jawa Barat. Responden ditentukan dengan menggunakan
accidental sampling, purposive sampling dan snowball sampling. Hasil penelitian
menjelaskan bahwa lobster ditangkap menggunakan alat tangkap trammel net dan
krendet, sedangkan benih bening lobster ditangkap menggunakan alat tangkap
jaring pocong. Kapal yang digunakan berupa kapal katir berukuran 9-11 meter dan
bermesin 15 PK. Daerah penangkapan terbentang dari wilayah barat Pangandaran
yaitu Muaragatah, Legokjawa, Madasari, Batukaras hingga Wilayah Timur
Pangandaran yaitu Pantai Pangandaran dan Majingklak. Lobster hasil tangkapan
terdiri atas lobster mutiara, pasir, hijau bambu, batik, batu dan pakistan. Musim
penangkapan dimulai dari bulan September hingga Februari.
Hasil penelitian juga menunjukkan indeks keberlanjutan multi dimensi
lobster yaitu 53,91 dengan kategori cukup berkelanjutan. Nilai indeks keberlanjutan
pada dimensi ekologi sebesar 63,28 dengan kategori cukup berkelanjutan, dimensi
teknologi sebesar 65,19 dengan kategori cukup berkelanjutan, dimensi ekonomi
sebesar 67,85 dengan kategori cukup berkelanjutan, dimensi sosial 48,27 dengan
kategori kurang berkelanjutan dan dimensi kelembagaan sebesar 26,97 dengan
kategori kurang berkelanjutan. Sedangkan Indeks keberlanjutan multi dimensi
benih bening lobster yaitu 47.57 dengan kategori kurang berkelanjutan. Nilai indeks
keberlanjutan pada dimensi ekologi sebesar 62,34 dengan kategori cukup
berkelanjutan, dimensi teknologi sebesar 73,31 dengan kategori cukup
berkelanjutan, dimensi ekonomi sebesar 49,79 dengan kategori cukup
berkelanjutan, dimensi sosial 28,94 dengan kategori kurang berkelanjutan dan
dimensi kelembagaan sebesar 26,97 dengan kategori kurang berkelanjutan.
Dimensi sosial dan kelembagaan merupakan dimensi yang paling berpengaruh
dalam keberlanjutan lobster dan benih bening lobster di Kabupaten Pangandaran.
Strategi yang direkomendasikan dalam pengelolaan lobster secara berturut-turut
sebagai prioritas utama hingga terakhir yaitu dengan memperkuat sistem
pengawasan, peningkatan kapasitas SDM nelayan, sistem pengelolaan yang
berbasis masyarakat, pengembangan kawasan konservasi dan pengembangan
pelabuhan perikanan. Sedangkan strategi yang direkomendasikan dalam
pengelolaan benih bening lobster secara berturut-turut yaitu introduksi teknologi
budidaya, penguatan sistem pengawasan, restocking benih bening lobster,
peningkatan kapasitas SDM nelayan dan pengembangan kawasan konservasi.
Aktor yang memiliki peran penting dalam pengelolaan tersebut yaitu pemerintah
daerah, Kementerian Kelautan dan Perikanan, pengusaha dan nelayan. Dimensi
kelembagaan merupakan dimensi prioritas utama dalam pengelolaan lobster dan
benih bening lobster di Kabupaten Pangandaran. | |
| dc.description.abstract | Lobsters (Panulirus spp.) are a group of crustaceans that are an important
fishery commodity for consumption and export, found in the waters of the western
Indo-Pacific, including the waters south of Java. Lobsters are one of Indonesia's
marine fishery resources with high commercial value. In the fisheries sector, lobster
is one of the high-value export products. High global demand coupled with limited
stock levels has led to high market prices for lobster fisheries. Lobsters are marine
organisms whose habitats are found in coral reef areas. The utilization rate of
lobsters in southern Java (WPPNRI 573) in 2017 was already fully exploited. Five
years later, the utilization rate of lobster resources in WPPNRI 573 was classified
as over-exploited. According to data from the Pangandaran Regency Marine,
Fisheries, and Food Security Agency, lobster production from 2017 to 2023 has
experienced a significant decline. The lobster population in Pangandaran waters
continues to decline, likely due to the widespread illegal capture of baby lobsters
(puerulus) by fishermen.
This study aims to determine the existing conditions of fishing units, the
sustainability status, and sustainability strategies for lobster and baby lobster
management in the waters of Pangandaran Regency. The existing conditions of
fishing units were analyzed using descriptive analysis. The sustainability level of
lobsters and baby lobsters was analyzed using multi-dimensional scaling (MDS)
rapfish, while sustainability strategies were formulated using the analytical
hierarchy process (AHP) method. The study was conducted from January to May
2025 in Pangandaran Regency, West Java Province. Respondents were selected
using accidental sampling, purposive sampling, and snowball sampling. The results
of the study explain that lobsters are caught using trammel nets and krendet, while
baby lobsters are caught using pocong nets. The vessels used are katir boats
measuring 9-11 meters in length and powered by 15 HP engines. The fishing area
extends from the western part of Pangandaran, including Muaragatah, Legokjawa,
Madasari, and Batukaras, to the eastern part of Pangandaran, including
Pangandaran Beach and Majingklak. The lobsters caught include pearl lobsters,
sand lobsters, green bamboo lobsters, batik lobsters, stone lobsters, and Pakistani
lobsters. The fishing season runs from September to February.
The results of the study also show that the multi-dimensional sustainability
index for lobsters is 53.91, which is categorized as moderately sustainable. The
sustainability index value for the ecological dimension is 63.28, categorized as
moderately sustainable; the technological dimension is 65.19, categorized as
moderately sustainable; the economic dimension is 67.85, categorized as
moderately sustainable; the social dimension is 48.27, categorized as less
sustainable; and the institutional dimension is 26.97, categorized as less sustainable.
Meanwhile, the multi-dimensional sustainability index for baby lobsters is 47.57,
categorized as less sustainable. The sustainability index value for the ecological
dimension is 62.34, categorized as moderately sustainable; the technological
dimension is 73.31, categorized as moderately sustainable; the economic dimension
is 49.79, categorized as moderately sustainable; the social dimension is 28.94,
categorized as less sustainable; and the institutional dimension is 26.97, categorized
as less sustainable. The social and institutional dimensions are the most influential
factors in the sustainability of lobsters and baby lobsters in Pangandaran District.
The recommended strategy for managing lobsters in order of priority from
highest to lowest is to strengthen the monitoring system, increase the capacity of
fishermen, implement a community-based management system, develop
conservation areas, and develop fishing ports. Meanwhile, the recommended
strategies for managing baby lobsters in sequence are introducing aquaculture
technology, strengthening the monitoring system, restocking baby lobster seeds,
enhancing fishermen's capacity, and developing conservation areas. Key actors
involved in these management efforts include local governments, the Ministry of
Marine Affairs and Fisheries, businesses, and fishermen. The institutional
dimension is a priority in the management of lobsters and baby lobsters in
Pangandaran District. | |
