      Evaluation of Compliance with Food Labelling Regulations among Household Food Industries in East and Central Java

      Abstract
      Indonesia's household food sector has grown significantly and has emerged as one of the country's economic foundations. In 2024, Java Island contributed as the largest share of PIRT issuance, with East and Central Java as the two provinces with the largest share. After achieving the SPP-IRT business owner needs to fulfill the commitments. One of the commitments that needs to be fulfilled by business owners is the labeling requirements. However, many household food industries still fail to comply with the labeling requirements. This research aims to compare and analyze the compliance level of label data obtained from the submitted label design (A1), verification results by the District Health Office in the OSS system (A2), and data from the labels of products sold in East and Central Java (A3). The result shows an inconsistency in the label compliance rate. In East Java, the average label compliance rate in A1 is 58.82%, then it increased to 78.93% in A2, and dropped to 51.01% in A3. Meanwhile, in Central Java, the average label compliance rate in A1 is 56.42%, then increased to 77.01% in A2, and decreased to 52.45% in A3. The inconsistency between these three assessment levels shows that the verification process (A2) has not yet functioned as an effective safety measurement to ensure that only compliant products reach the market. Therefore, it is important for the district health office to strengthen its verification process.
       
      Sektor pangan rumah tangga di Indonesia telah berkembang pesat dan muncul sebagai salah satu fondasi ekonomi negara. Pada tahun 2024, Pulau Jawa memberikan kontribusi terbesar terhadap penerbitan PIRT, dengan Jawa Timur dan Jawa Tengah sebagai dua provinsi dengan kontrbusi terbesar. Setelah memperoleh SPP-IRT, pelaku usaha wajib memenuhi komitmen yang telah ditetapkan. Salah satu komitmen yang harus dipenuhi oleh pelaku usaha adalah persyaratan pelabelan. Namun, masih banyak industri rumah tangga pangan yang gagal mematuhi ketentuan pelabelan tersebut. Penelitian ini bertujuan untuk membandingkan dan menganalisis tingkat kepatuhan label berdasarkan data dari desain label yang diajukan (A1), hasil verifikasi oleh Dinas Kesehatan Kabupaten/Kota dalam sistem OSS (A2), serta data dari label produk yang beredar di Jawa Timur dan Jawa Tengah (A3). Hasil penelitian menunjukkan adanya penyimpangan dalam tingkat kepatuhan label. Di Jawa Timur, rata-rata tingkat kepatuhan label pada A1 adalah 58,82%, kemudian meningkat menjadi 78,93% pada A2, dan turun kembali menjadi 51,01% pada A3. Sementara itu, di Jawa Tengah, rata-rata tingkat kepatuhan label pada A1 adalah 56,42%, kemudian meningkat menjadi 77,01% pada A2, dan menurun menjadi 52,45% pada A3. Ketidakstablian antara ketiga tingkat penilaian tersebut menunjukkan bahwa proses verifikasi (A2) belum berfungsi secara efektif sebagai pengendali keamanan untuk memastikan hanya produk yang patuh yang beredar di pasar. Oleh karena itu, penting bagi Dinas Kesehatan Kabupaten/Kota untuk memperkuat proses verifikasi.
