      Abstract
Agro-industri skala besar seperti PT.

Large-scale agro-industries such as PT Great Giant Pineapple produce massive volumes of by-products that have the potential to become an environmental and cost burden. The circular economy concept offers solutions through valorization of waste into value-added products, one of which is the conversion of bromelain enzyme production waste into bioplastics. However, such initiatives are capital-intensive and face feasibility uncertainties. This study aims to comprehensively analyze the feasibility of bromelain enzyme waste utilization project into bioplastics by using a dual analysis approach: financial feasibility from the perspective of the company (private) and economic feasibility from the perspective of the community (public). The analysis methods used are cost benefit analysis, extended cost benefit analysis, as well as collecting data by carrying out in depth interviews with stakeholders. The economic analysis specifically integrates monetary valuation of environmental benefits in the form of greenhouse gas emission reduction using the concept of Economic Value of Carbon (NEK). The results of the analysis show that from a financial perspective with a discount rate of 12%, the project is feasible, with a positive NPV value of IDR 2.508.041.718, IRR of 10.85%, Net B/C of 1.03, and Gross B/C of 1.017. After incorporating external benefits and using a 6% social discount rate, the project was found to be highly viable from an economic perspective, with a positive NPV of IDR 79.535.512.173, IRR of 14.86%, Net B/C of 2.04, and Gross B/C of 1.530. These findings confirm the significant gap between private profitability and public benefit, indicating that policy interventions or effective carbon market mechanisms are needed to encourage socially beneficial green investments.
