Koefisien Koreksi untuk Rekonstruksi Data Hasil Tangkapan Armada Pukat Cincin di Pelabuhan Perikanan Nusantara Palabuhanratu

Abstract

Penentuan kuota penangkapan harus didasari oleh data estimasi potensi sumber daya ikan yang memadai. Data yang dicatat selama ini merupakan data ikan yang didaratkan (landings), sedangkan data yang seharusnya digunakan untuk menghitung estimasi potensi sumber daya ikan adalah ikan yang ditangkap (catch), sehingga terdapat data yang tidak tercatat (unreported catch). Penelitian ini bertujuan mengidentifikasi faktor penyebab unreported catch dan menentukan koefisien faktor koreksi untuk pendataan produksi ikan dari armada pukat cincin di PPN Palabuhanratu. Metode yang digunakan yaitu wawancara dan observasi langsung, kemudian dianalisis bertahap sesuai aliran perpindahan ikan (pathway), perhitungan porsi (%) unreported catch, dan analisis deskriptif. Hasil penelitian berupa faktor penyebab unreported catch yaitu ikan dikonsumsi di atas kapal, digunakan sebagai umpan, disimpan untuk perbekalan trip selanjutnya, dan dibagikan ke ABK. Porsi unreported catch keseluruhan atau koefisien koreksi (k) adalah 1,24%. Estimasi total hasil tangkapan (C) diperoleh dari perhitungan volume ikan yang didaratkan (L) dikalikan dengan (100 – 1,24%) atau 100/98,76.

Fishing quotas should be determined by considering the estimated fish resource potential. Such estimation requires adequate data on fish captured, but so far, the available data are the volume of fish landed (landings). As there are many factors that potentially reduce the landings, unreported catch is expected in many fisheries. This study aims to identify the factors causing unreported catch and determine the correction factor coefficient for recorded fish landed from the purse seine fleet at Palabuhanratu Fishing Port. Field observation was carried out with interviews and secondary data collection. Analysis was carried out to determine flowchart of fish since the fish were taken on-board until the landings were recorded by port staffs. Interviews reveal factors contributing to the unreported catch, i.e. on board consumption, used for baits, fish allocated for supplies on the next fishing trip, and gifts for the crews. Overall, the unreported catch was 1,24% of the total fish captured, while the fish landed was 98,76%. The total fish captured (C) can be estimated by multiplying the recorded landings (L) with (100 – 1,24%) or 100/98,76.
