      Optimasi Penentuan Lokasi Stasiun Pengisian Kendaraan Listrik Umum (SPKLU) di Kota Bogor dengan Maximal Covering Location Problem

      Abstract
      Peningkatan polusi udara akibat emisi kendaraan bermotor berbahan bakar fosil menjadi permasalahan lingkungan yang serius di Indonesia. Salah satu solusi yang tengah digaungkan oleh pemerintah adalah penggunaan kendaraan listrik yang lebih ramah lingkungan. Penelitian ini bertujuan untuk menentukan lokasi optimal pembangunan Stasiun Pengisian Kendaraan Listrik Umum (SPKLU) di Kota Bogor dengan pendekatan Maximal Covering Location Problem (MCLP). Metode ini digunakan untuk memaksimalkan cakupan permintaan kendaraan listrik dalam radius layanan sejauh 5 km dengan jumlah fasilitas seminimal mungkin. Data yang digunakan meliputi koordinat 68 kelurahan sebagai titik permintaan, lokasi 38 SPBU sebagai kandidat SPKLU, serta jumlah kendaraan listrik per kelurahan berdasarkan data SAMSAT Kota Bogor per Maret 2025. Model diselesaikan menggunakan perangkat lunak Lingo 19 dalam enam skenario yang mempertimbangkan pertumbuhan kendaraan listrik dan variasi jam operasional SPKLU. Hasil penelitian menunjukkan bahwa pada kondisi aktual dibutuhkan 12 SPKLU untuk mencakup seluruh permintaan, dan jumlah tersebut meningkat hingga 27 unit pada skenario pertumbuhan tertinggi. Model yang dikembangkan memberikan rekomendasi lokasi pembangunan SPKLU yang efisien dan strategis, serta mendukung percepatan transisi menuju transportasi rendah emisi.
       
      The increase in air pollution caused by emissions from fossil fuel-powered vehicles has become a serious environmental issue in Indonesia. One of the solutions advocated by the government is the use of electric vehicles, which are more environmentally friendly. This study aims to determine the optimal locations for the establishment of Public Electric Vehicle Charging Stations (SPKLU) in the city of Bogor using the Maximal Covering Location Problem (MCLP) approach. This method is used to maximize the coverage of electric vehicle demand within a 5 km service radius with the minimum number of facilities. The data used includes the coordinates of 68 sub-districts as demand points, the locations of 38 gas stations as SPKLU candidates, and the number of electric vehicles per sub-district based on SAMSAT Bogor data as of March 2025. The model is solved using Lingo 19 software in six scenarios considering electric vehicle growth and variations in SPKLU operating hours. The results indicate that under current conditions, 12 SPKLU are required to cover the entire demand, and this number increases to 27 units in the highest growth scenario. The developed model provides recommendations for efficient and strategic SPKLU locations, supporting the acceleration of the transition to low-emission transportation.
