      Pengaruh Desentralisasi Fiskal terhadap Indeks Pembangunan Manusia dan Ketimpangan Pendapatan di Indonesia

      Abstract
      Desentralisasi fiskal sejak era reformasi telah mengubah kebijakan pembangunan daerah di Indonesia. Namun, efektivitasnya dalam meningkatkan pembangunan manusia dan mengurangi ketimpangan pendapatan masih memiliki temuan yang beragam antar daerah dan literatur empiris. Penelitian ini menganalisis pengaruh desentralisasi fiskal yang tercermin dari derajat desentralisasi fiskal, belanja pendidikan, belanja kesehatan, terhadap Indeks Pembangunan Manusia dan koefisien Gini, presentase penduduk miskin, PDRB perkapita, serta tingkat pengangguran terbuka sebagai variabel kontrol. Digunakan data panel 34 provinsi di Indonesia periode 2017-2023. Temuan menunjukkan desentralisasi fiskal berpengaruh positif signifikan terhadap IPM (0,145) dan negatif signifikan terhadap ketimpangan (-0,001). Hasil penelitian mengimplikasikan perlunya peningkatan kemandirian fiskal daerah, prioritas alokasi anggaran pendidikan, dan belanja kesehatan untuk mengoptimalkan pembangunan di daerah
       
      Fiscal decentralization since the reform era has transformed regional development policies in Indonesia. However, its effectiveness in enhancing human development and reducing income inequality remains varied across regions and empirical literature. This study analyzes the impact of fiscal decentralization reflected through the degree of fiscal decentralization, education expenditure, and health expenditure on the Human Development Index and Gini coefficient, with poverty rate, GDP per capita, and open unemployment rate as control variables. Panel data from 34 provinces in Indonesia for the period 2017-2023 were utilized. The findings indicate that fiscal decentralization has a significant positive effect on HDI (0.145) and a significant negative effect on inequality (-0.001). The research findings imply the necessity of enhancing regional fiscal autonomy, prioritizing education budget allocation, and health expenditure to optimize regional development.
