      Analisis Ketersediaan Ruang Terbuka Hijau Berdasarkan Indeks Hijau Biru Indonesia di Kota Tangerang Selatan

      Abstract
      Pemerintah daerah di Indonesia menghadapi berbagai hambatan dalam memenuhi persyaratan minimum 30% Ruang Terbuka Hijau (RTH) yang diatur dalam Undang-Undang Nomor 26 Tahun 2007. Penerbitan Peraturan Menteri ATR/BPN Nomor 14 Tahun 2022 membawa harapan baru bagi pemerintah untuk memenuhi persyaratan luas RTH minimum menggunakan metode perhitungan Indeks Hijau-Biru Indonesia (IHBI). Studi ini bertujuan untuk menganalisis ketersediaan, luas, dan kecukupan RTH publik di Kota Tangerang Selatan berdasarkan IHBI. Pengumpulan data dilakukan melalui studi dokumen, digitasi manual, dan observasi lapangan yang kemudian dianalisis menggunakan metode IHBI. Metode IHBI menghasilkan luas RTH publik sebesar 210,81 hektare untuk Kecamatan Ciputat, 219,86 hektare untuk Kecamatan Pamulang, dan 374,3 hektare untuk Kecamatan Setu. Kecamatan Ciputat dan Pamulang belum memenuhi standar, sementara Kecamatan Setu telah memenuhi standar minimum untuk luas RTH yang ditetapkan. Solusi alternatif untuk memenuhi kebutuhan RTH dapat dicapai dengan meningkatkan kualitas elemen RTH publik dan mengoptimalkan halaman rumah di setiap kecamatan
       
      Local governments in Indonesia face various obstacles in meeting the minimum requirement of 30% Green Open Space (RTH) as mandated by Law Number 26 of 2007. The issuance of Ministerial Regulation ATR/BPN Number 14 of 2022 brings new hope for governments to fulfill the minimum RTH area requirement by using the Indonesian Green-Blue Index (IHBI) calculation method. This study aims to analyze the availability, area, and adequacy of public RTH in South Tangerang City based on the IHBI. Data collection was carried out through document studies, manual digitization, and field observations, which were then analyzed using the IHBI method. The IHBI method resulted in public RTH areas of 210.81 hectares for Ciputat District, 219.86 hectares for Pamulang District, and 374.3 hectares for Setu District. Ciputat and Pamulang Districts have not yet met the standard, while Setu District has fulfilled the minimum required RTH area. Alternative solutions to meet RTH needs can be achieved by improving the quality of public RTH elements and optimizing private yards in each district.
