      Sosial Ekonomi Pengelolaan Perikanan Cumi-cumi dengan Pendekatan Ekosistem yang Berbasis di Pelabuhan Perikanan Nusantara Kejawanan Cirebon

      Abstract
      Keberlanjutan pemanfaatan sumberdaya ikan mempengaruhi kondisi sosial dan ekonomi nelayan. Permasalahan sosial dan ekonomi nelayan cumi-cumi di Cirebon yakni terbatasnya partisipasi stakeholders terkait pengelolaan perikanan serta pendapatan yang masih di bawah standar upah minimum Kota Cirebon. Oleh karena itu, penelitian ini dilakukan dengan pendekatan ekosistem atau Ecosystem Approach to Fisheries Management (EAFM) untuk mengetahui status pengelolaan perikanan dengan mempertimbangkan aspek sosial dan ekonomi. Penelitian ini bertujuan untuk mendeskripsikan karakteristik perikanan cumi-cumi, mengevaluasi kondisi sosial dan ekonomi, serta merumuskan opsi prioritas tindakan pengelolaan perikanan berdasarkan kerangka EAFM. Penelitian lapangan dilaksanakan pada bulan Desember 2024 - Februari 2025 di PPN Kejawanan. Data diperoleh melalui wawancara dan penyebaran kuesioner. Berdasarkan penilaian dengan indikator EAFM, domain sosial dan ekonomi masing-masing menunjukkan status ‘sedang’ dan ‘rendah’ dengan perolehan nilai 60 dan 33,3. Hal ini menjadikan domain ekonomi sebagai prioritas dalam tindakan pengelolaan perikanan cumi-cumi di lokasi studi. Opsi prioritas tindakan yang direkomendasikan adalah menerapkan standar pendapatan yang lebih adil, khususnya bagi nelayan ABK agar kesejahteraannya lebih terjamin.
       
      The sustainability of fish resource utilization substantially affects fishers' social and economic conditions. In Cirebon, squid fishers face social and economic challenges, including limited stakeholder participation in fisheries management and incomes below the city's minimum wage standard. Therefore, this study employs the Ecosystem Approach to Fisheries Management (EAFM) to assess squid fisheries' management status, focusing on social and economic factors. The study aims to describe the characteristics of squid fisheries, evaluate social and economic conditions, and propose management measures prioritized based on the EAFM framework. The field study was conducted from December 2024 to February 2025 at Kejawanan Fishing Port. Data were collected through interviews and questionnaires. Based on the EAFM assessment, the social and economic domains were indicated as 'medium' and 'low,' management levels with scores of 60 and 33.3, respectively. Thus, the economic domain is a priority for management actions in squid fisheries at the study site. The recommended priority is establishing a fairer income standard, particularly for crew fishers, to ensure their welfare.
