      Abstract

The designation of ulos as Intangible Cultural Heritage (ICH) represents a new hope for progress toward World Heritage status for Samosir Regency, one of the regions where ulos fabric is produced manually. The community does not yet fully understand the importance of cultural and environmental preservation in the context of tourism. This study aims to identify the potential, tourist preferences, internal factors, and external factors influencing Ulos weaving. Data on Ulos weaving potential was collected through in-depth interviews. Preference data was gathered by distributing questionnaires to 200 people. Data analysis utilized SWOT analysis in the IFAS and EFAS matrices and the SWOT matrix. The research findings indicate that Samosir Ulos weaving holds high cultural value and is popular among local young tourists. Development strategies are positioned in Quadrant I, and the recommended strategy is an aggressive strategy (S-O), which leverages internal strengths to capitalize on external opportunities.
