      Pengoptimuman Penjadwalan Perawat Ruang ICU RSJPD Harapan Kita Menggunakan Goal Programming

      Abstract
      Penjadwalan perawat merupakan aspek penting dalam operasional rumah sakit untuk memastikan layanan kesehatan berjalan optimal dan mematuhi regulasi yang berlaku. Penelitian ini bertujuan memodelkan masalah penjadwalan perawat di ruang ICU RSJPD Harapan Kita menggunakan goal programming dan diterapkan dalam dua skenario yaitu Skenario 1 mengikuti aturan rumah sakit dan Skenario 2 menambahkan pemerataan distribusi shift. Model disusun berdasarkan kendala nyata dari rumah sakit dan diselesaikan menggunakan software Lingo 20.0. Hasil penelitian menunjukkan bahwa model pada kedua skenario menghasilkan jadwal perawat yang memenuhi seluruh regulasi rumah sakit, lebih seimbang, serta lebih efisien dibandingkan dengan penjadwalan manual. Hal ini menunjukkan bahwa goal programming dapat meningkatkan efisiensi operasional sekaligus memperhatikan kesejahteraan perawat.
       
      Nurse scheduling is an important aspect of hospital operations to ensure optimal healthcare services and compliance with applicable regulations. This study aims to model the nurse scheduling problem in the ICU of the National Cardiovascular Center Harapan Kita with goal programming, applied in two scenarios, where Scenario 1 follows the hospital's regulations and Scenario 2 adds a constraint for balanced shift distribution. The model was constructed based on actual hospital constraints and solved using Lingo 20.0 software. The results show that in both scenarios, the model produces nurse schedules that comply with all hospital regulations, are more balanced, and more efficient compared to manual scheduling. These findings indicate that goal programming can improve operational efficiency while also considering nurse well-being.
