      Penjadwalan Perawat Berbasis Kualifikasi dan Kontrak Kerja Menggunakan Goal Programming

      Abstract
      Dunia modern telah mengubah lanskap pelayanan kesehatan yang menuntut sistem yang fleksibel sehingga perawat sebagai salah satu pilar utama memiliki peran penting dalam pelayanan pasien. Tekanan untuk memenuhi kebutuhan pasien yang meningkat serta masalah aturan kontrak dan kualifikasi membuat penjadwalan manual tidak efektif. Oleh karena itu, perlu dilakukan penjadwalan optimal, salah satunya adalah penjadwalan perawat berbasis kualifikasi dan kontrak kerja. Tujuan dari penelitian ini adalah memodelkan masalah penjadwalan perawat dengan goal programming dan menghasilkan jadwal yang sesuai dengan mempertimbangkan kualifikasi dan kontrak kerja. Aturan kontrak kerja dan kualifikasi dijadikan kendala utama dan preferensi rumah sakit dijadikan kendala tambahan. Model ini dimplementasikan dua unit rumah sakit dalam dua skenario berdasarkan kondisi aktual dan rekomendasi pengurangan jumlah perawat untuk meminimalkan biaya yang dikeluarkan rumah sakit. Solusi yang dihasilkan berupa penjadwalan perawat optimal yang meminimumkan variabel deviasi untuk setiap skenario dan memenuhi semua kendala yang ditetapkan.
       
      The modern world has changed the healthcare landscape that demands flexible systems so that nurses as one of the main pillars have an important role in patient care. The pressure to meet the increasing needs of patients as well as the problems of contract rules and qualifications make manual scheduling ineffective. Therefore, it is necessary to do optimal scheduling, one of which is scheduling nurses based on qualifications and employment contracts. The purpose of this study is to model the nurse scheduling problem with goal programming and produce a suitable schedule by considering qualifications and employment contracts. Employment contract rules and qualifications are used as the main constraints and hospital preferences are used as additional constraints. The model is implemented in two hospital units in two scenarios based on factual conditions and recommendations to reduce the number of nurses to minimize costs incurred by the hospital. The resulting solution is an optimal nurse scheduling that minimizes the deviation variable for each scenario and meets all the constraints set.
