      Pengaruh Belanja Pemerintah terhadap Ketimpangan Pendapatan dan Kemiskinan di Provinsi Gorontalo

      Abstract
      Ketimpangan pendapatan dan kemiskinan merupakan sumber permasalahan utama dalam pembangunan ekonomi. Provinsi Gorontalo merupakan satu-satunya Provinsi dengan tingkat ketimpangan pendapatan tertinggi dan kemiskinan tertinggi di Indonesia. Upaya yang dilakukan Pemerintah Gorontalo untuk menangani permasalahan tersebut yaitu dengan belanja pemerintah yang memihak kepada masyarakat miskin melalui belanja fungsi ekonomi, pendidikan, dan kesehatan. Namun kenyataannya, peningkatan belanja pemerintah di Provinsi Gorontalo tidak disertai dengan penurunan ketimpangan pendapatan dan kemiskinan. Oleh karena itu, penelitian ini bertujuan untuk menganalisis pengaruh belanja pemerintah terhadap ketimpangan pendapatan dan kemiskinan di Provinsi Gorontalo dengan menggunakan metode data panel dinamis. Hasil penelitian menunjukkan bahwa belanja fungsi ekonomi dan kesehatan dapat mengurangi ketimpangan pendapatan, sedangkan belanja pendidikan justru dapat meningkatkan ketimpangan pendapatan. Selain itu, belanja fungsi ekonomi dan kesehatan dapat mengurangi kemiskinan dan untuk belanja pendidikan juga dapat mengurangi kemiskinan meskipun tidak signifikan.
       
      Income inequality and poverty are major issues in economic development. Gorontalo Province is one only province in Indonesia with both the highest income inequality and poverty levels. The Gorontalo government's efforts to address these issues is through public spending, which aims to allocate resources towards development that benefits the poor, focusing on economic, educational, and health expenditures. However, in reality, the increase in government spending in Gorontalo Province has not been accompanied by a reduction in income inequality and poverty. Therefore, this study aims to analyze the impact of government spending on income inequality and poverty in Gorontalo Province using the Dynamic Panel Data Method. The results show that of the analysis show that spending on economic functions and health functions can reduce income inequality, while spending on education functions can actually increase income inequality. Additionally, spending on economic and health functions can reduce poverty, and spending on education function can also reduce poverty but not significantly.
