Pengujian Konsistensi Data Kehutanan: Studi Kasus Hutan Tanaman Industri

Abstract

Hutan Tanaman Industri (HTI) merupakan jenis hutan produksi yang dirancang untuk meningkatkan potensi dan kualitas hutan di Indonesia. Kementerian Lingkungan Hidup dan Kehutanan (KLHK) merupakan lembaga yang menerbitkan laporan yang berisi informasi mengenai luas kawasan hutan, hasil hutan kayu dan bukan kayu, serta penerimaan PSDH dari berbagai jenis izin usaha pemanfaatan hutan. Data yang konsisten diperlukan dalam pengelolaan sumber daya hutan yang lestari. Uji konsistensi data dilakukan untuk memastikan konsistensi data KLHK dalam mendukung pengelolaan hutan yang efektif dan berkelanjutan. Kajian dilakukan dengan membandingkan data luas areal, produksi, dan riap HTI, serta PSDH dari KLHK dengan data olahan. Hasil penelitian menunjukkan bahwa data KLHK tidak konsisten. Terdapat perbedaan data antara data website KLHK dengan laporan statistik KLHK. PSDH HTI yang dihitung berdasarkan data produksi tidak sesuai dengan PSDH HTI yang dihasilkan dari PSDH publikasi dikurangi dengan PSDH HHBK dan hutan alam. Estimasi produksi lebih besar dari produksi publikasi. Estimasi luas satu lebih kecil dari luas publikasi, sedangkan estimasi luas dua lebih besar. Estimasi riap HTI satu hanya 10,25-13,89 m3/ha/tahun, yang menunjukkan bahwa pengelolaan HTI masih belum efektif karena lebih kecil dari potensinya. Estimasi riap HTI dua berkisar 19,34-36,80 m3/ha/tahun, yang lebih dapat diterima karena mendekati riap pertumbuhan HTI potensial.

Industrial Forest Plantations (HTI) are a type of production forest designed to enhance the potential and quality of forests in Indonesia. The Ministry of Environment and Forestry (KLHK) is the institution responsible for publishing reports containing information on forest area, timber and non-timber forest products, and state forest enterprise (HHBK) revenue from various types of forest utilization business permits. Sustainable forest resource management requires consistent data. Data consistency tests were conducted to ensure the consistency of KLHK data in supporting effective and sustainable forest management. The study was conducted by comparing data on area, production, and HTI revenue from the KLHK with processed data. The results showed that KLHK data was inconsistent. There are discrepancies between the data on the KLHK website and the KLHK statistical report. The calculated HTI HHBK revenue based on production data does not match the HTI HHBK revenue generated from issued HHBK revenue minus HHBK and natural forest HHBK revenue. Production estimates are higher than published production. The first area estimate is smaller than the published area, while the second area estimate is larger. The first HTI revenue estimate is only 10.25-13.89 m³/ha/year, indicating that HTI management is still ineffective as it islower than its potential. The second HTI revenue estimate rangesfrom 19.34-36.80 m³/ha/year, which is more acceptable as it is closer to the potential HTI growth rate.
