E-catalogue is an information system that allows users to access and manage information on products or services needed by the government digitally. The presence of e-catalogue opens opportunities for procurement actors to provide solutions for easy online and integrated goods and services procurement transactions. In addition, e-catalogue also acts as an easy alternative procurement process for procurement actors. Currently, there is still a significant gap between the target and realisation of e-purchasing transactions through e-catalogues. PPK behaviour that is not optimal in implementing e-purchasing transactions through e-catalogue and low literacy of regulations are the problems faced, so it is important to change this behaviour. One of the theories used in analysing behaviour is the Theory of Planned Behavior (TPB), which in this case is enriched with perceived web quality, self-efficacy, attitude, subjective norms, and perceived behavioural control. This study aims to analyse the factors that influence purchase behavioural intention using e-catalogue. The alleged factors that can influence purchase behavioural intention are perceived web quality, self-efficacy, attitude, subjective norms, and perceived behavioural control. This research was conducted on 135 respondents who have transacted e-purchasing of laptop products through e-catalogue. Then selected by simple random sampling, namely taking samples from the population randomly without regard to the strata in the population and each member of the population has the same opportunity to be sampled. Data was collected by filling out a questionnaire distributed online. The statistical analysis used is SEM (Structural Equation Model) using SmartPLS. The results found that self-efficacy, attitude, subjective norms, and perceived behavioural control have a significant direct effect on purchase behavioural intention. While perceived web quality has no significant effect. Some forms of managerial implications that can be done by e-catalogue system managers are making clear policies related to e-catalogue as a solution to the procurement of government goods and services, providing e-catalogue understanding training to government procurement actors to facilitate the implementation of procurement of goods and services through e-catalogue, and improving the quality of e-catalogue so that it is easy to transact.id
