Penerapan Pemodelan dalam upaya Perlindungan dan Pengelolaan Beban Pencemaran Air (Studi Kasus: Sungai Lalindu Kabupaten Konawe Utara Sulawesi Tenggara)

Sungai Lalindu adalah sungai terbesar di Kabupaten Konawe Utara dengan panjang aliran ± 96 km dari hilir. Panjang tersebut Sungai Lalindu tidak terlepas dari pengaruh aktivitas masyarakat, seperti pertambangan, pertanian, domestik, dan perkebunan. Aktivitas di atas menyebabkan penurunan kualitas air sungai Lalindu sehingga peruntukan air sungai menjadi tidak tercapai. Salah satu aktivitas yang mengancam akan kualitas air adalah sektor pertambangan, dimana laju alih fungsi lahan dari hutan ke pertambangan cukup tinggi, pergeseran fungsi lahan yang signifikan dan berkelanjutan, ini menyebabkan kapasitas infiltrasi menurun dan air larian (Run Off) meningkat.
Penelitian ini sudah dilakukan di Sungai Lalindu Kabupaten Konawe Utara di bulan Januari sampai Maret tahun 2023, dengan tujuan: (1) Menganalisis status mutu air Sungai Lalindu mempergunakan metode Canadian Council of Ministers of the Environment (CCME), (2) Menganalisis alokasi beban pencemaran sungai Lalindu dengan metode Qual2kw dan (3) memberikan usulan strategi dan rencana aksi perlindungan dan pengelolaan mutu air sungai Lalindu agar sungai tersebut memenuhi baku mutu air yang ditentukan.
Hasil analisis status mutu air dari 6 parameter mempergunakan metode CCME secara keseluruhan sungai Lalindu menunjukan nilai 65.58 artinya sungai tersebut dalam status cukup yaitu kualitas air biasanya aman, tetapi terkadang terancam serta terganggu; keadaan kadang menyeleweng dari tingkat yang alami ataupun ideal, ini disebabkan tingginya nilai Total Suspended Solid di seluruh titik pengukuran yang telah melewati baku mutu kelas III, nilai Total Suspended Solid mengingkat karena erosi yang tinggi dan konversi lahan dari hutan sekunder menjadi lahan pertanian dan pertambangan pada hulu sungai.
Hasil modeling yang dilakukan pada Daerah Aliran Sungai Lalindu, parameter Total Suspended Solid menunjukkan nilai alokasi penurunan beban pencemar sebesar 2.938.946,29 kg/hari yang terbagi pada empat segmen yaitu pada segmen 1 1.343.686,635 kg/hari, pada segmen 2, 3 dan 4, masing-masing nilai penurunan beban sebesar 250.818,058 kg/hari, 253.209,60 kg/hari dan 1.091.232.000 kg/hari. Usulan strategi dan rencana aksi dalam upaya penurunan beban pencemaran parameter Total Suspended Solid adalah industri lama harus membuat settling pond dan kegiatan reklamasi ditingkatkan serta penerapan baku mutu air limbah pertambangan di perketat, sedangkan industri baru mewajibkan memanfaatkan air limbah dan membuat settling pond. Lalindu River is the largest river in North Konawe Regency with a flow length of ± 96 km from downstream. The length of the Lalindu River is inseparable from the influence of community activities, such as mining, agriculture, domestic, and plantations. The above activities cause a decrease in the quality of Lalindu river water so that the designation of river water is not achieved. One of the activities that threaten water quality is the mining sector, where the rate of land conversion from forest to mining is quite high, a significant and sustainable shift in land function, this causes decreased infiltration capacity and increased run-off.
This research has been conducted in the Lalindu River of North Konawe Regency from January to March 2023, with the aim of: (1) to analyze the water quality status of the Lalindu River using the Canadian Council of Ministers of the Environment (CCME) method, (2) to analyze the allocation of pollution load of the Lalindu River using the Qual2kw method and (3) to provide a proposed strategy and action plan for the protection and management of the water quality of the Lalindu River so that the river meets the specified water quality standards.
The results of the analysis of the water quality status of 6 parameters using the CCME method as a whole Lalindu river shows a value of 65.58, meaning that the river is in fair status, namely water quality is usually safe, but sometimes threatened and disturbed; the situation sometimes deviates from natural or ideal levels, this is due to the high value of Total Suspended Solid at all measurement points that have exceeded the quality standards of class III, the value of Total Suspended Solid increases due to high erosion and land conversion from secondary forest to agricultural and mining land upstream.
The results of modeling carried out in the Lalindu River Watershed, the Total Suspended Solid parameter shows the allocation value of reducing the pollutant load of 2,938,946.29 kg / day which is divided into four segments, namely in segment 1 1,343,686.635 kg / day, in segments 2, 3 and 4, respectively the value of reducing the load is 250,818.058 kg / day, 253,209.60 kg / day and 1,091,232,000 kg / day. The proposed strategy and action plan in an effort to reduce the pollution load of the Total Suspended Solid parameter is that old industries must make settling ponds and reclamation activities are increased and the application of mining wastewater quality standards is tightened, while new industries are required to utilize wastewater and make settling ponds.
