Penelitian ini dilakukan pada industri-industri pengolahan hasil hutan Perum Perhutani yang tersebar di wilayah Propinsi Jawa Tengah, Jawa Timur dan Jawa Barat. Tujuan penelitian ini adalah untuk (1) menganalisis keragaan dan efisiensi mikro dari industri pengolahan hasil hutan di lingkungan Perum Perhutani (2) menganalisis peranan atau kontribusi sektor industri pengolahan basil butan Perum Perbutani terbadap pertumbuhan ekonomi wilayah, penciptaan lapangan kerja, penyebaran pendapatan masyarakat, (3) meriganalisis prospe k pe ngem bang an ind u stri-ind u stri pe ngolahan basil hutan, dan (4) merumuskan strategi pengembangan industri pengolahan basil hutan yang dianggap optimum dari segi jenis, kapasitas, teknologi dan lokasinya, dalam rangka mencapai tujuan pembangunan wilayah secara optimal. This study is concerned with the forest product industries in Java which is managed under Perum Perhutani located in three provinces of Java. The study was conducted using the base year of 1980 - 1986. The objectives of the study are: ( 1) to evaluate the microeconomic efficiency of the forest products industries (2) to analyze the contribution of the forest products industries to the regional economic growth and its impact on the employmet as well as income distribution, (3) to analyze the development prospects of the forest products industries, and (4) to formulate a development strategy of the industries, which is expected to give optimum benefits to the regional development and Perum Perhutani income earning as well. With respect to the development objective of the forest sector in Indonesia, it has been noticed that this sector has undergone a systematic change in its orientation. The change in the orientation has been from the narrow emphasis as foreign exchange earner to a direction of achieving a more broader objective of regional development. The latter objective in fact, is more in line with the national development policy which aims at increasing the level of regional income, better employment opportunities and more equitable income distribution which enhances a better living standard of the rural living environment. Perurn Perhutani, as one of the state-owned enterprises in the forestry sector, accordingly has an obligation to support those basic regional development objectives.
