Analisis ekonometrika perkembangan industri kayu lapis Indonesia 1975-2010: suatu simulasi kebijakan

Abstract

Dengan menggunakan model persamaan simultan yang mengaitkan industri kayu lapis dan industri log, permintaan kayu lapis pasar domestik dan ekspor, serta permintaan dan penawaran kayu lapis dunia, studi ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi perkembangan industri kayu lapis Indonesia dan prospek perkembangan industri kayu lapis ini di masa mendatang, khususnya dalam periode 2000-2010. Hasil dugaan menunjukkan bahwa perilaku produksi log dipengaruhi oleh nilai tukar rupiah tcrhadap US $, melemahnya nilai tukar rupiah terhadap US $ akan diikuti oleh meningkatnya produksi log. Produksi kayu lapis Indonesia tergantung pada besarnya jumlah log dan tingkat teknologi pengolahan kayu lapis yang digunakan. Hasil simulasi menunjukkan bahwa krisis ekonomi yang melanda Indonesia sejak pertengahan tahun 1997 mengakibatkan melemahnya nilai tukar rupiah terhadap US $ secara drastis yang diikuti dengan dicabutnya larangan ekspor log pada tahun 1998 sesuai dengan komitmen dengan IMF, diberlakukannya penerapan ekolabelling, penurunan tarif impor secara bertahap oleh negara pengimpor, dan perbaikan teknologi pengolahan yang meningkatkan produktivitas industri kayu lapis akan menyebabkan terjadinya peningkatan produksi log Indonesia yang cukup tinggi di masa mendatang. Karena permintaan log oleh industri kayu lapis relatif tidak mengalami perubahan, ini berarti bahwa sebagian besar dari peningkatan produksi log tersebut ditujukan untuk pasar ekspor karena harga log di pasar internasional jauh lebih tinggi daripada di pasar domestik. Kemungkinan ini perlu diwaspadai karena berpotensi mengancam kelestarian hutan produksi nasional, dan tentu saja, prospek perkembangan industri kayu lapis nasional.

By using a simultaneous equation model which links plywood industry with log industry, demand for plywood in domestic market and export market, and supply of and demand for plywood in the world market, this study aims to analyze factors affecting the development of Indonesia's plywood industry and its prospects in the period of2000-2010. Results of estimation show that the behavior of log production is significantly affected by exchange rate of rupiah to US dollar, depreciation of rupiah to US dollar will be followed by increasing log production. Indonesia's production of plywood is dependent on the number of log and level of processing technology used. Simulation results indicate that economic crisis in Indonesia since the middle of 1977 which depreciates exchange rate of rupiah to US dollar drastically, the withdrawal of policy to ban log export in 1998 in accordance with the Government of Indonesia commitment with IMF, the immediate imposition of ecolabelling, the gradually declining of import tariff for plywood by importing countries, and the advancement of processing technology which improve the productivity of plywood industry will cause an increase in log production. As the demand for log by the plywood industry remains relatively constant, this means that most of the increase in log production will go to export market which offers higher ,prices than the domestic market. One has to be on the alert with this possibility since it has the potency to threat the sustainability of national production forest and, of course, the prospect of Indonesia's plywood industry.
