Perum Peruri is a state-owned banknotes printing company that has a mandate
from the government to print Rupiah notes ordered by Bank Indonesia (BI). Perum
Peruri's highest income comes from banknote printing. Other income comes from
printing security documents such as passports, stamps, excise duty, and land
certificates. The high contribution of income from printing banknotes makes the
position of Perum Peruri quite vulnerable to various changes in BI policy. For
example, the implementation of the business model for providing Rupiah currency
on a finished note or end to end is a BI policy that can potentially affect the
sustainability of Perum Peruri's business. In addition, other factors can also affect
the strategic environment of Perum Peruri, such as the impact of the shifting trend
of payments from cash to digital, national economic growth, and extraordinary
natural events such as the Covid-19 pandemic. This study is intended to determine
the design of a new business model caused by changes in the strategic environment
associated with the company's sustainability strategy.
This study has 6 (six) objectives, each of which is interrelated. First, to
identify and evaluate the current condition of Perum Peruri's banknotes printing
business environment. Second, to formulate strategic assumptions for the upcoming
Perum Peruri finished banknotes business model. Third, identify and describe the
current Perum Peruri banknotes printing business model. Fourth, measure and
formulate the maturity level of Perum Peruri's printing business continuity and
Perum Peruri's finished banknotes business model perspective in the future. The
fifth is to develop and recommend Perum Peruri's dynamic capabilities that support
an integrated finished banknotes business model with sustainability. Finally, the
sixth is to develop a design for an integrated sustainable Perum Peruri finished
banknotes business model.
The Issues Priority Matrix method is used to identify various issues that fall
into the main priority category. Resources Based View is used to identify the
company's internal resources that still need to be developed to support changes in
the business model. Strategic Assumption Surfacing and Test analyzes various
issues that fall into important and definite categories. Business Model Canvas is
used to describe the company's business processes. Interpretive Structural Modeling
is used to determine the perspective of the finished banknotes business model, the
Sustainability Maturity Model is used to analyze the company's sustainability
maturity level, and Dynamic Capability produces recommendations for configuring
the internal resources owned in the face of environmental changes by making a
company sustainability strategy.
Sources of data and information are from BI, the Ministry of SOEs, Perum
Peruri, and other parties in the ecosystem of the security printing industry. This
research is expected to be a design for changing the business model of printing
banknotes in the form of finished banknotes integrated with a sustainability strategy
and become a reference for methodology and strategic studies for Perum Peruri in
formulating models for other types of business.

The research results are that changes to the finished banknotes business model
are a priority issue that is categorized as necessary, very impactful, and has a very
high level of certainty that it will occur, so it must be a significant concern for
management. Perum Peruri still has to manage resources below the level of
sustainable competitive advantages. Perum Peruri must also immediately prepare a
finished banknotes business model integrated with a sustainability strategy by
designing a business model that includes aspects of profit, people, and the planet,
known as the Triple-Layered Business Model Canvas (TLBMC).
