Program Reforma Agraria dan Kesejahteraan Petani

Abstract

There are many agrarian’s problems have impeded processes of development in Indonesia. These problems are coused by unfairly agrarian structure. In this condition farmers always stood in subordinate position where they were defeated by capital power. Farmers did not get access to exploit agrarian resources easily, so they felt so hard to gain their prosperity. In other side, agrarian policy in Indonesia has been partial for private interestes only. There were two different condition, it was called as social gap. The solution to solve these problems is by supporting farmers rights to get agrarian access (ownership and utilization). Agrarian reform program is one way to supports farmer’s rights. The main aim of agrarian reform implementation is to create the social justice and people prosperity. One form of agrarian reform program is eks-HGU area certification, this program is implemented by giving the land certificate to the farmers who have worked on eks-HGU area before this program. Certification program makes farmers happy, now they feel safe also to work on their land. This psychology condition is one modal to gain their prosperity in the future. Except certificate distribution, farmers need also the supporting program that called by access reform. Access reform needed to supports and helps farmers in exploting their lands. The examples of access reform are, giving production modal, technology, and training. Asset reform (certification) and access reform that gave to farmers can gain farmer’s capacity, this capacity can help them to get their prosperity.
