dc.description.abstractPelalawan Regency is a new regency in the Riau Province, and 994,299 ha or 76,94% of its jurisdiction consists of forest. The forest has been degraded quite seriously in the last few years, and one of the cause is attributed to the regional development policy adopted. As the result consideration of environmental aspect must be taken into account in policy formulation. In doing so, Strategic Environmental Analysis (SEA) becomes a potential tool as it contains a systematic and comprehensive mechanism in evaluating enviromental impacts potentially generated by policy, plan and program. The objectives of this research are as follow: (i) to understand the forest policy formulation process, (ii) to analyze the possibility of SEA application in the formulation process of forest policy sector in the Pelalawan Regency. Furthermore, the research is emphasized on regional development policy of the forest sector relating to licensing of forest resources utilization. In this context, 2 companies holding forest concession on planted forest were taken as case studies. Environmental aspect in law and regulation were identified using content analysis and stakeholder analysis techniques. From the result of content and stakeholders analysis can be disclosed that during the time the involvement socialize and environmental aspect not yet full considered in decision making process. It has been identified also problem relating to SEA application, in which reference regulating of regional development are insuffient and inconsistent. For example, discrepancies on space allocation were found among RTRWK (Regency Spatial Plan), RTRWP (Provincial Spatial Plan) and TGHK (Arrangement on Forest Area Use). Furthermore, inconsistency is also observed in the forest implementation among national, provincial and regency governments. Despite, the problem identified, SEA application is highly potential and necessary in the regional policy formulation in the Pelalawan Regency to decelarate environmental (i.e. forest) degradation.id
