dc.description.abstractRegional autonomy policy since 2001 aims to growing national development and evenly the lower unemployment rate. One way to reduce unemployment rate is increasing private investment in improvement of Local Economic Governance (LEG). East Java has a large number of population and unemployment rate reached 4% in 2013. There are still inequalities across districts and cities. The purpose of this study is to describe and analyze the condition and development of LEG, analyzing the effect on the unemployment rate LEG districts and cities of East Java Province. Variables used in this study are nine sub index LEG, capital expenditures and investments. The result shows that some districts and cities in East Java as the top ten highest LEG score national rank. Three sub index increased, one decreased and six did not change from 2007 to 2011. With multiple regression analysis resulted in sub index of private enterprise development programs do not affect the unemployment rate, while capital expenditures, investments, and eight sub index LEG affect the unemployment rateen
