Abstract
Coral reef degradation that driven by various factors, e.g.: natural disaster, pollution, mining, sedimentation, tourism and fishing activities have been continuously taking place in Indonesia in the last decade. Kabalutan Island is an area which coral reef degradation driven by a factor called “commercialization and commodification of fisheries”. However, it can be also indirectly driven by policy overlap in resource management. The aim of this study are; (1) to identify the driving factors on natural resource degradation, and (2) to identify the weak point of a management system that leads to failure by seeing the dynamic of natural resource management comprehensively. The research was conducted by doing analysis on coral reef condition, policy and management. Result of the research shows that there is a dualism in natural resource management at Togean Islands; while in micro level, at Kabalutan Island, the absence of authority, right, regulation, and monitoring has been the main driver of coral reef degradation.
