dc.description.abstractImplementation of primary and secondary education is one of the local government authority. In secondary education, the school participation rate is still less than 50 percent. There are four factors thought to affect the school participation rate, namely (1) internal factors of education, for example classroom capacity, availability of teachers, and the quality of education providers (2) conditions of community, for example parental income and education, interset of child to attend school, and child’s gender, (3) character of the area, like agriculture, trade/service,and industry, (4) local funding for education. The aims of this research are to analyze the internal education factors, conditions of community factors, character of the area that affect of school participation rate, the independence of local education funding, and to formulate the priorities strategic to improve the school participation. Multiple Linear Regression Analysis Method is used to analyze the internal education factors, Binary Logistic Regression Method is used to analyze the conditions of community factors, and character of the area, and the Independent Ratio is used to analyze the independence of local education funding. SWOT analysis is used to formulate the priorities strategic, followed by road map strategy to map these strategies in several years through a strategic architecture approach. According to the result of statistical test, classroom capacity is only one factor that significantly influence in the internal education factors. School participation rate will increase about 7,69 percent with the increasing of one percent of calssroom capacity. Parental education is significant influence in the conditions of community factors. Parents who graduated from junior high school and above are more likely to increase school participation than parents who graduated from elementary school and below. Agriculture and trade/service area are significant influence in character of the area. Trade/service area is more likely to increase school participation than agriculture and industry area. The independence of secondary education funding is showed a decrease from year to year. In 2008, the independence ratio is about 1.298, but in 2011, the independence ratio is about 38. There are nine strategies will be implemented through three policies in stages for five years with 11 programs and 21 projects that expected to improve the school participation. Signing of the MoU with the business, land acquisition, easements permitting for the establishment of schools, relocation of teachers, incentives permitting for teacher in certain areas and socialization of 12 years compulsory education are activities that allows performed in the first year.en
