dc.description.abstractForestry sector, particularly tree harvesting activity is well known as high work accident risk activity. One of the aspects which tend to be ignored in this activity is workforce asP€?C This ignorance is generally caused by the fact that workforce is still considered as an inpuf ill this business, not as an important capital. Several studies have been conducted in an effoxtto improve the quality of occupational safety and health as well as the regulations and practWaI code to decrease the risk of safety and hea1t11. However" there have been many accid.m. lts occurred in the field, indicated from the high rate of work accidents and work di~s. This trend is increasing from year to year. In line with this, the study was conducted to ~ine the condition of occupational safety and health in forestry by analyzing the wor~s' competency aspects on occupational safety and healrh by the use of competency indicMor: skill,knowledge, and attitude by examine the gap in the competency aspects. An alteJ1l1rtive strategy to lessen the gap and at the same time to decrease the risk of work accidents was jetennined ~ Data were collected was done through a direct observation of facilities and infraSbructures of occupational safety and health in the fieldwork and a direct interview with the resp~dents by ilie use of questionnaires. The respondents were chainsawman, skidding work!r, and log transporting worker which included hauling worker itself and truck driver. Furtle'r, manager of Jaya Lestari Forest Cooperative also has been choosing as respondent. Respar.dents collecting was done by Random Sampling, where samples collecting was very muc~influenced by the condition of research location and work schedule of felling, skidding and ~g transporting. The analysis applied was Likert analysis which was tested by using two methods: Kruskal-Wallis test, and Spearman rank correlation test. Kruskal-Wallis test was used to find out whether there was a similarity in perception between workers and manager of Jaya Lestari Forest Cooperative concerning International Labour Organization (ll..O) standard, while Spearman rank test was used to examine whether the three competency aspects tested (knowledge, skill, and attitude) were interconnected. There was a lacking on knowledge aspec of the manager and field worker of Saya Lestari Cooperative, therefore they were unable to implement and run the tree harvesting activities safely and healilily. This was clearly indicated by the gap between the workers' perception and the manager conceming n.,o standard. Tile gap among the manager appeared in the aspects of knowledge, skill, and attitude. In the meantime, the gap among tree harve~.ting app d in the three competency aspects (knowledge, 0011, and attitude). Finally, the gap betWeen the skidding worker and log transport worker was only related to attitude, and the hi t gap of all kinds of work was attitude. TIle de\'elopment of occupational safety and heal should be started from development of management's commitment which is followed by an ~Pt to disseminate it to all levels including the lowest level of workers as well as co~t workers. hnplementing the commitment means performing a control over workers' perfQD:p.ance in all fields, making sure that all workers implement 1be aspects of occupational safe~and health well which is supported by training to improve the competency aspects.en
